Mèl — Acehnese: to submit, to surrender — is the act of submission to the Kompeuni’s authority, the alternative to sjahid. In die harde dagen voor den Atjeher maar twee mogelijkheden: mèl of sjahid. Deze twee woorden hebben het lot van tienduizenden Atjehers bepaald, en ook thans nog, nu de oorlog lang achter ons licht, hoort men ze voortdurend in den mond der ouderen als ze spreken over het lot der mannen uit vroegere jaren. Men zegt: Pang Agam mèl in Lho Soekon, en Teukoe X werd sjahid aan de Wojla. Mèl of sjahid, entweder oder. Hij heeft zich gemeld: mèl, dus onderworpen, of is sjahid geworden: gevallen in den strijd tegen de ongeloovigen.

The ceremony of mèl

The submission ceremony — op goede Atjehsche manier, dus heel duidelijk — was as follows, as Gosenson required of the forty candidates at Troemon in 1926: ieder ventje dat zich wil onderwerpen, moet inleveren: klewang en rentjong of toembak (lans); dit laatste was facultatief. Er zat zooveel ijzer onder de bevolking dat het best met wat minder kon. Verder moesten ze zich onderwerpen op goede Atjehsche manier, dus heel duidelijk. Den volgenden middag stonden ze alle veertig buiten het bivak, hun wapens gewikkeld in witte doeken, en de wacht liet ze één voor één binnen; het is altijd mogelijk dat die menschen zich op het laatste moment nog bedenken. Het ging echter heel goed; ze kwamen in volgorde binnen, gaven hun wapens over, knielden, brachten den kniekus en daarna den voetkus, en zeiden: “Tjee ampon dèësa oelon” (bede om vergiffenis), waarmee nu wel heel klaar vaststond wie voortaan in dit land de baas zou zijn. The kniekus and the voetkus — the sembah of submission — were the visible sign.

The mèl of T. Tjhi Toenong

T. Tjhi Toenong — the toenong of Keureutoëmeldde zich met zijn volgelingen te Lho Seumawé on 5 October 1903toen Panglima Polim zich in de tweede helft van 1903 had onderworpen wist T. Tjhi Toenong dat ook voor hem het uur was gekomen. Hij onderwierp zich — but the mèl was deceptive; T. Tjhi Toenong, die in een dozijn gevechten niet de kroon van den sjahid had geschonnen, was arrested within the year, condemned for his role in the Meurandeh Paja overval, and fusilladed at the zeestrand of Lho Seumawé on 5 March 1905.

The mèl of T. Radja Sabi

T. Radja Sabi — the adelaarsjong of the toenong line — meldde zich at Lho Soekon on 13 March 1919. Saja tida tahan lagi — ik kan het niet meer dragen! Nu daalde hij uit de bergen en de wouden naar de vlakte, en nabij kampong Aloë Mira, in de buurt van menschen, maakte hij zich eene schuilplaats in de struiken. Des nachts ging hij de kampong in om voedsel te zoeken. Niemand scheen hem meer te kennen; hij was als een steen, in de zee geworpen en — vergeten. Hij had genoeg van het bosch; hij verlangde naar de vlakte. After years of boschleven with the Tiro-oelama’s, the mèl of T. Radja Sabi ended the adelaarsjong’s long flight.

The mèl of the others

Habib Abdoerrachman el Zahir onderwierp zich on 13 October 1878 op deze voorwaarde: dat hij zich te Mekka zou vestigen met een jaargeld, ten laste der koloniale begrooting, van niet minder dan 10.000 dollar. Panglima Polim zich in de tweede helft van 1903 had onderworpen. Pang Agam mèl in Lho Soekon. The mèl was a public act, witnessed by the oeléëbalang and the keuchi’; it ended the prang sabil of the individual and brought him under the adat of the Gouvernement. Een lafaard omdat hij mèl had verkozen boven sjahid — so the women of the resistance judged the mèl-submitter; alle anderen zijn gesneuveld uit haar hart en haar leven gezet, en haar kind had geen vader meer.

The Dutch policy framework of Onderwerping — Van Heutsz’s 1893 tract

The Acehnese act of mèl — the personal submission of an individual warrior or chief to Dutch authority — is distinct from, but historically intertwined with, the Dutch colonial policy framework of Onderwerpingsubjugation or submission as a political object. The two terms share the same Dutch/Malay root (onderwerpen / menundukkan, “to submit”), but they denote different things: mèl is the act of an individual, Onderwerping is the policy of a state. The intersection of the two — the Dutch policy of producing mèl across the entire Acehnese population — is the analytical core of Van Heutsz’s 1893 tract De onderwerping van Atjeh, in which Van Heutsz diagnosed why two decades of war had failed to produce the volkomen onderwerping (complete subjugation) of the rijk (realm).

The onderwerping as the title and analytical core of the 1893 tract

The onderwerping is the title and the analytical core of Van Heutsz’s 1893 tract. The book’s title-page declares the subject: “De onderwerping van Atjeh DOOR J. B. VAN HEUTSZ, Majoor der Infanterie gewezen Chef van den Staf in Atjeh en Onderhoorigheden” — The subjugation of Atjeh, by J. B. Van Heutsz, Major of Infantry, formerly Chief of Staff in Atjeh en Onderhoorigheden. The opening sentence fixes the diagnostic frame:

“Het zal nu weldra 20 jaren zijn, dat Nederland den oorlog met Atjeh begon en nog altijd kan men aan het telkens veranderen van stelsel duidelijk zien, dat de Regeering den juisten weg nog niet weet aan te geven, die tot de volkomen onderwerping van dat rijk leiden moet”.

— it will soon be twenty years since the Netherlands began the war with Atjeh, and one can still see clearly from the constant changing of systems that the Regeering does not yet know how to indicate the right path that must lead to the complete subjugation of that realm. The onderwerping is, in this opening, the predicate the war was fought to produce and the predicate the policy oscillations had failed to achieve.

The axiom of submission

The diagnostic is anchored in Van Heutsz’s axiom of submission: “Een vrijheidlievend en krijgshaftig volk onderwerpt zich niet anders dan gedwongen” — a freedom-loving and warlike people does not submit otherwise than under compulsion. The axiom appears in the 1893 tract in the chapter on the post-1877 verzoeningspolitiek — the policy of conciliation G.-G. van Lansberge had prescribed in March 1877 — and is the analytical hinge on which Van Heutsz’s diagnosis turns: the verzoeningspolitiek could not produce the onderwerping because the Atjehnese could not be conciliated into submission; only dwang — compulsion — could produce the onderwerping, and the dwang required the operational instruments — the closure of the coast, the scheepvaartregeling, the assumption of the hatsil and the opium-pacht — the policy oscillations had withdrawn. The mèl-submitter, in this axiom, submits not because he is conciliated but because he is compelled; the onderwerping of the rijk is the aggregate of individual mèls produced by the operational dwang.

The successive policy stelsels tested by the onderwerping

The onderwerping is, in Van Heutsz’s narrative, the test against which the successive policy stelsels are measured. The first stelsel was the Van Swieten geconcentreerde stelling Kotja-Radja of 1874 — the concentrated defensive perimeter around Kota Radja garrisoned by 2500 men, under which the Onderhoorigheden were to be conciliated under art. 5 of Van Swieten’s Instructie. The second was the Pel coastal-line plan of 30 April 1875 — the dispersed forty-seven-post coastal occupation that replaced the concentrated stelling. The third was the Diemont verzoeningspolitiek-cum-gewapend optreden of November 1876. The fourth was the Van der Heijden conquest of the Sagi’s of 18781879 — the campaigns against the XXII Moekims and XXVI Moekims that, in Van Heutsz’s reading, briefly achieved the onderwerping of Groot-Atjeh: “In September 1879, nog geen 14 maanden na het begin van zijne zegerijke veldtochten, had Generaal v. d. Heijden aan alle verzet een einde gemaakt”. The fifth was the Civiel Gouverneur regime of 18811883 whose “ellendige zwakke stelsel” followed the Van der Heijden dismissal. The sixth was the Laging Tobias scheepvaartregeling of May 1883 — the one measure Van Heutsz singled out as “alles wat men kon verlangen”. The seventh was the Concentratie of 19 August 1884 — the withdrawal to the geconcentreerde stelling combined with the rigoureuse blokkade. The eighth was the Demmeni partieele blokkade-cum-soort scheepvaartregeling of 13 October 1884 — the tweeslachtig ding Van Heutsz denounces as the worst of both worlds. The ninth was the Van Teijn closure of the Noord- en Westkust of 18881890 — the operational model the 1893 tract would generalise. Each stelsel is, in Van Heutsz’s diagnosis, measured by the test of onderwerping: did it, or did it not, advance the volkomen onderwerping of the rijk?

The 18 artikelen and the consolidation of onderwerping

The onderwerping was, in the operational order Van Heutsz prescribed, to be consolidated by the 18 artikelen signed and sworn by each submitting statelet. The 18 artikelen — the beëdigde 18 artikelen — were the surrender declarations the coastal chiefs had signed on their submission to Dutch authority: “de 18 artikelen door de hoofden van de verschillende staten bij hunne onderwerping aan ons gezag beredigd en bezworen”. The articles bound the chiefs to recognise Dutch sovereignty, to abstain from hostilities, and to submit to such fiscal and administrative arrangements as the Dutch should prescribe. The text of the 18 artikelen is reproduced in Van Heutsz’s 1893 tract as Bijlage II. Van Heutsz’s prescription was that the 18 artikelen should be backed by zware boeten — heavy fines — for non-compliance: “Voor [deze] moeten op het niet trouw nakomen van de verplichtingen opgelegd in de artikelen 2, 11, 13, 14 enz. van de geteekende verklaring zeer zware boeten gelegd worden, bij niet gewillige voldoening in te houden van de opbrengst der uitgevoerde producten”. The boeten were, in turn, to be the “bijzondere inkomsten” of the scheepvaartregeling — the graduated monthly fines by which the onderwerping of the chiefs was to be sustained.

The onderwerping consolidated by the assumption of hatsil and opium revenues

The onderwerping was, in Van Heutsz’s prescription, to be consolidated not only by the 18 artikelen and the boeten but also by the assumption of the hatsil and the opium-pacht. The substitution was the constitutional complement of the scheepvaartregeling: the cajoleering-policy of paying hostile chiefs traktement — about ƒ 8000 a month, of which part flowed onward to Kemala and to the priest Tengkoe di Tirou — was to be abandoned in favour of a fiscal arrangement in which the chiefs received a billijke schadeloosstelling and a tiënste of the revenues collected, in exchange for the rights they ceded. The hatsil — the customary revenue share formerly paid to the sultan — was to be assumed by the Dutch, optionally slightly increased; the opium-pacht — anchored in the 1890 offer of a European firm to farm the opium-pacht at ƒ 250,000 per month for the first year, rising to ƒ 400,000 — was to be introduced as the principal “vaste inkomsten” of the scheepvaartregeling. The onderwerping and the scheepvaartregeling were, in this sense, the two sides of the same operational order: the onderwerping was the political predicate the scheepvaartregeling was designed to produce, and the scheepvaartregeling was the operational instrument by which the onderwerping was to be consolidated.

Significance of the Onderwerping framework

The Onderwerping’s significance in the Aceh Wiki History record rests on three things: it was the political object of the Atjeh-oorlog — the volkomen onderwerping of the rijk whose achievement the tract’s opening sentence declares the war’s purpose — and the analytical core of Van Heutsz’s 1893 diagnosis; it was the test against which the successive policy stelsels were measured — the test the verzoeningspolitiek of 1877 and the Civiel Gouverneur regime of 18811883 had failed, the test the Van der Heijden conquests of 18781879 and the Van Teijn closure of 18881890 had briefly passed, and the test the Concentratie of 1884 and the partieele blokkade of Demmeni had betrayed; and it was the political predicate the scheepvaartregeling was designed to produce and the 18 artikelen were designed to consolidate — the predicate whose operational backing was the closure of the coast, the scheepvaartregeling, the hatsil, and the opium-pacht, and whose absence the cajoleering-policy of traktement-payments to hostile chiefs had masked. The onderwerping is the Dutch colonial-policy counterpart of the Acehnese mèl — the state-policy whose object was the production of the individual acts of mèl that, in their aggregate, would constitute the volkomen onderwerping of the rijk.

Significance

The mèl was the visible end of the resistance. Deze twee woorden hebben het lot van tienduizenden Atjehers bepaaldmèl or sjahid. Every mèl was a kniekus and a voetkus, a wrapping of the weapons in white cloth, a Tjee ampon dèësa oelon; every mèl was a transfer of loyalty from the toenong to the baroh, from the oelama to the oeléëbalang, from the prang sabil to the adat of the Gouvernement.
