1921 was the year of the founding of the first factory for indigenous processing of patchouli leaves into essential oil at Tapa Toean on the Westkust van Atjeh, with government support and the cooperation of the Afdeeling Nijverheid of the Landbouwconsulent at Buitenzorg — the beginning of the patchouli-oil industry in Atjeh. The Familie Veenhuizen began the cultivation of potatoes and vegetables at Paja Toempi on the Gajo-weg in 1921. The Lho’ Seumawé toll-office receipts show declining trade: 120 ships were cleared in 1921 against 108 in 1922. The estate Beuridi in Peusangan was abandoned in 1921.

Account in du Croo’s Generaal Swart (1943)

On 18 October 1921 the Java-Bode and on 15 October the Locomotief published their assessments of H. N. A. Swart on his retirement as Vice-President of the Raad van Nederlandsch-Indië. On 27 August 1921 he was appointed Grand Officer in the Orde van Oranje-Nassau. In October 1921 Swart closed his period of service.
