De Locomotief was a Netherlands Indies newspaper cited by H. van Kol in the Tweede Kamer on 16 November 1897 to show that piracy persisted in waters under direct Dutch authority, and that the alleged Acehnese piracy could not therefore justify the Atjeh-oorlog.
The report on the Strait of Madura
Van Kol quoted from the paper of the month preceding the debate: “De zeeroovers laten zich niet onbetuigd; zij liggen in de straat Madoera voortdurend op den loer om te gelegener tijd hun slag te slaan. Nu lijden handel en scheepvaart onder den overmoed van deze lieden, want het is o.a. een feit, dat verscheiden prauwvoerders vracht weigeren voor den Oosthoek, en dat de tambangans, die vroeger zelfs ‘s nachts naar Kamal en Grissee voeren, nu zorgen dat zij binnen zijn tegen dat de duisternis invalt, want het is in den laatsten tijd meer dan eens gebleken, dat de zeeschuimers na zonsondergang zich zelfs op de reede in de nabijheid van het wachtschip waagden.”
Use in the argument
The citation formed part of the argument set out at Van Kol’s refutation of the causes of the Atjeh-oorlog (1897). Van Kol placed it beside the Koloniaal Verslag’s own record of two cases of piracy at Japara, two on Madoera and one each at Batavia, Soerabaya and Probolingo in 1896, and its report that on the Mentawei-eilanden prauws were not seldom robbed and their crews murdered without the Dutch being able to prevent it. From this he drew his question: might one for that which the Dutch themselves could not prevent thrust an independent prince from his throne and take his land from him?
