B. C. P. Kielstra — de Heer Kielstra (Mr. Kielstra), in Van Heutsz’s phrase — was the Dutch colonial historian whose multi-volume Beschrijving van den Atjeh-oorlog (Description of the Atjeh War) is the principal secondary source cited throughout Van Heutsz’s 1893 tract De onderwerping van Atjeh, and whose article Geen strijd maar getuigenis (Not Combat, but Testimony), published in the Tijdspiegel (Mirror of the Times, a Dutch literary journal) of July 1886, is one of the three pamphlet-contributions to the 1886 Dutch political debate over the Atjeh policy that Van Heutsz adduces as the contemporary context of his own tract. He is, in Van Heutsz’s apparatus, the standard authority — cited by deel (volume) and bladzijde (page) for documents, troop-strengths, and strategic judgements — through whose Beschrijving the documentary record of the Atjeh-oorlog’s first twenty years had been made available to the Dutch colonial-policy public.
The Beschrijving van den Atjeh-oorlog
Kielstra’s Beschrijving van den Atjeh-oorlog was a multi-volume historical description of the Atjeh-oorlog — at least three delen (volumes) by 1893 — that collected, annotated, and narrated the documentary record of the war from its 1873 outbreak through the early 1880s. The work is Van Heutsz’s principal secondary source throughout the 1893 tract: cited for documents, for troop-strengths, for the chronology of operations, and for the strategic judgements of the actors. The citations, as Van Heutsz reproduces them, take the form of deel and bladzijde references — the standard apparatus of a multi-volume historical work — and one of the Beschrijving’s Bijlagen (appendices) is the source for one of Van Heutsz’s own central documents. Kielstra’s „Beschrijving van den Atjeh-oorlog”, cited on page 8 of the 1893 tract as the source of Generaal Pel’s letter to the Gouverneur-Generaal (Governor-General) of Nederlandsch-Indië (Netherlands Indies) of 30 April 1875 — opgenomen als bijlage IV in het 2e deel van Kielstra’s „Beschrijving van den Atjeh-oorlog” (included as Appendix IV in the second volume of Kielstra’s Description of the Atjeh War). The Pel letter is the document Van Heutsz describes as “een uitmuntend gesteld stuk” — an excellently composed piece — and is the founding text of the 30 April 1875 plan for the coastal closure of Groot-Atjeh.

In Kielstra’s beschrijving van den Atjeh oorlog lezen wij, III deel, noot, bladz. 249, daaromtrent, cited on page 17 of the 1893 tract for the judgement that it was the vertoogen (representations) of the newly appointed Chief of Staff, den majoor A. R. W. Geij van Pittius, that brought the bevelhebber (commander) to the June 1878 decision to abandon the coastal expeditions and attack the XXII Moekims directly. The citation — III deel, noot, bladz. 249 (third volume, note, page 249) — is Van Heutsz’s most precise reference to the Beschrijving, and is the source for the strategic argument that produced the XXII Moekims campaign of July–October 1878.
The article Geen strijd maar getuigenis (Tijdspiegel, July 1886)
Kielstra was also, in 1886, a participant in the contemporary Dutch political debate over the Atjeh policy — a debate Van Heutsz dates to the period after the onverantwoordelijke (irresponsible) dismissal of Generaal van der Heijden in early 1881 and the substitution of a Civiel gouverneur (Civil Governor) that followed. The debate was conducted in the colonial-policy press, and Van Heutsz adduces three pamphlet-contributions to it as the immediate context of his own tract:
“om een juist inzicht te behouden over het tijdvak April 1881– Maart 1883 is het noodzakelijk daarbij tevens te lezen: ‚Phrasen en Feiten’ van den Heer Laging Tobias, ‚Geen strijd maar getuigenis’ van den Heer Kielstra, opgenomen in de Juli-aflevering van den Tijdspiegel 1886 en ‚Het Atjeh-vraagstuk’ door W. Cool in den Militairen Spectator van datzelfde jaar”.
The three contributions are the triad Van Heutsz recommends for the understanding of the Civiel Gouverneur (Civil Governor) regime of 1881–1883: Laging Tobias’s Phrasen en Feiten (Phrases and Facts) — the former Governor’s own defence of his policy; Kielstra’s Geen strijd maar getuigenis — published in the Tijdspiegel of July 1886; and W. Cool’s Het Atjeh-vraagstuk (The Atjeh Question) — published in the Militairen Spectator (Military Spectator, a Dutch military journal) of the same year. Kielstra’s Geen strijd maar getuigenis — Not Combat, but Testimony — is the historical-critical contribution to the triad: the testimony of the historian of the Atjeh-oorlog against the phrases of its former Governor. The title itself is the polemical formula: where Laging Tobias had supplied the Phrasen, Kielstra supplied the getuigenis — the testimony of the documentary record.
Kielstra as Van Heutsz’s standard authority
Kielstra’s role in Van Heutsz’s 1893 tract is that of the standard authority — the historian whose Beschrijving van den Atjeh-oorlog had made the documentary record of the Atjeh-oorlog’s first twenty years available to the colonial-policy public, and whose Geen strijd maar getuigenis had entered the contemporary political debate as the historian’s testimony against the political phrases of the Civiel-Gouverneur regime. The pattern of citation — Kielstra for documents, Kielstra for troop-strengths, Kielstra for the strategic judgements of the actors, Kielstra for the contemporary political debate — is the pattern of a secondary source Van Heutsz relies on throughout, and whose authority he invokes at each of the tract’s diagnostic junctures: the 30 April 1875 plan (p. 8), the 1876 troop-strength (p. 12), the 1877–1878 drawdown (p. 16), the June 1878 strategic reversal (p. 17), and the 1881–1883 Civiel-Gouverneur regime (p. 24). The Beschrijving is, in Van Heutsz’s apparatus, the source-of-record for the first twenty years of the Atjeh-oorlog; the 1893 tract’s originality is, in part, the synthesis of Kielstra’s documentary record into a single diagnostic argument.

Account from Verstege’s Een beroep op het Nederlandsche volk (1886)
Verstege’s pamphlet cites Kielstra’s Beschrijving van den Atjeh-oorlog as a primary document: for the position and health statistics of 1874-1875 (D. II, pp. 20, 50, 73-76, 94-99, 174-175, 194-199), the double troop strength figures refuting van Swieten’s own returns (D. I, pp. 377-378), the state victories and the prisoners of 1879 (D. III, pp. 417-418, 458-459, 468-469), and the hopeful state of Atjeh in 1880 (“sedert September 1879 viel van geen onzer versterkingen een schot” — “since September 1879 no shot fell on any of our fortifications”). Verstege singles out, against Kielstra’s own support of the government line, his final sentence at the close of Deel II: “dat de geschiedenis van den Atjeh-oorlog weinig ruimte geeft voor optimistische verwachtingen voor de toekomst” (“that the history of the Atjeh war gives little room for optimistic expectations for the future”) — words in which Verstege invites the minister Sprenger van Eijk to study. Kielstra’s lecture on the Atjeh question in the Indisch Genootschap (Indische Gids, December 1883) is further quoted for the ministerial instruction of 2 February 1874 in the annexation affair (see I. D. Fransen van de Putte), for the Habib’s negotiations and the sultanate question of 1875 (see Herstel van het sultanaat), and for the first publication of general Pel’s long-misquoted letter of 30 April 1875 (see Pel’s missive to the Governor-General (30 April 1875)).
