Tjap sikoereuëng — Acehnese: seal of nine circles; the Sultanszegel — is the royal seal of appointment by which the Sultan of Atjeh invested an oeléëbalang with the government of a landschap. The seal is nine concentric circles — de negen cirkels — printed on the appointment-letter; the letter, with the tjap sikoereuëng, was the oeléëbalang’s title-deed. Afdruk van een Sultanszegel. The appointment of T. Tjhi Toenong

The classic case of the tjap sikoereuëng in the Atjeh-oorlog is the appointment of T. Tjhi Moehamat — the toenong of Keureutoë — by the pretendent-sultan. Hij kreeg van den Sultan eene aanstelling tot oeléëbalang van Keureutoë, het stuk met de tjap sikoereuëng, de negen cirkels, en zoo waren er twee oeléëbalangs van Keureutoë: de door ons bestuur aangestelde die oeléëbalang baroh (de nieuwe) werd genoemd, en T. Tjhi Moehamat die oeléëbalang Toenong werd genoemd, omdat hij zich in de bovenstreken ophield. The tjap sikoereuëng made T. Tjhi Toenong — though a rebel in Dutch eyes — the legitimate oeléëbalang in Atjehsche eyes; and after his fusillade at Lho Seumawé on 5 March 1905 the tjap sikoereuëng passed to his son T. Radja Sabi, the adelaarsjong.

T. Radja Sabi as heir

De oude akte met de tjap sikoereuëng was, bij gebruik, plechtig used tot het verheffen van het toen zesjarig kind tot oeléëbalang van Keureutoë, zij het in de bergen en officieel hoofd der verzetspartij. The tjap sikoereuëng was the parchment authority of the resistance: met hem in hun midden kreeg de strijd een nationaal en legitiem karakter, en dit was van veel beteekenis omdat de in de rimboe verscholen benden toch altijd waren aangewezen op de hulp der kampongbevolking in meer bewoonde streken. The adelaarsjong was the palladium of the resistance; the tjap sikoereuëng his title-deed. After T. Radja Sabi’s mèl at Lho Soekon on 13 March 1919 the tjap sikoereuëng reverted, de facto, to the Gouvernement; in 1937 T. Radja Sabi kreeg de plaats waarop hij recht had: hij werd waarnemend oeléëbalang van Keureutoë.

Other mentions

The tjap sikoereuëng appears in other Atjehsche documents. The Tiro-oelama’s letters — bedrijf van zijn tjap (seal) — used the tjap; the collectors of the oewang sabil bore the tjap of Tgk. Sjech Saman di Tiro: the collectors of the oewang sabil, bearing his tjap, never returned empty-handed. The tjap sikoereuëng — the royal seal of nine circles — was the highest form; the tjap of an oelama the lower. The oeléëbalang’s title was incomplete without the tjap sikoereuëng; the baroh’s appointment by the Gouvernement was a goede Atjehsche manier substitute, but not the real thing.

Significance

The tjap sikoereuëng was the parchment bridge between the Sultan and the oeléëbalang; when the Sultan was gone and the kraton taken, the tjap sikoereuëng carried the legitimacy of the old order into the mountains, to the toenong and his heir. The adelaarsjong of Keureutoë was the rechthebbende on the landschap not because the Gouvernement said so — the Gouvernement said the opposite — but because the tjap sikoereuëng said so.
