Toekoe Nja Mohammad was the head (hoofd) of the IX Moekims in Groot-Atjeh and a Dutch ally during the alliance period of 1893–1896, at whose request the post of Biloel was erected in the night of 20 May–21 May 1894 and whose territory, together with that under the influence of Toekoe Djohan, formed the XXV Moekims.

Hooijer recorded that Biloel was established in the night of 20 May to 21 May 1894 op verzoek van Toekoe Nja Mohammad, hoofd der IX Moekims — at the request of Toekoe Nja Mohammad, head of the IX Moekims. He and Toekoe Hoessin Longbattah, whose mother lived at the place, showed the Dutch column the way there. The fortification was raised around the old Messigit (mosque), whose roof had been burnt and renewed, and within whose white wall the officers’ quarters were established.
Position within the alliance
Hooijer noted that the territory standing under Teukoe Oemar’s influence together with that of Toekoe Nja Mohammad jointly constituted the XXV Moekims, and that when both had been cleared of the enemy the result was so favourable, and the resulting rest so complete, that the Governor of Atjeh and Dependencies resolved on 1 September 1893 to extend the same method to the terrain east of the Dutch line under Toekoe Nja Banta.
