Nottenkapitein Notten — was the first commander (eersten commandant) of the Korps Maréchaussée at its founding in 1890 (the korps would celebrate its 40-year jubilee on 2 April 1930). The korps in those days, Zentgraff writes, had als wapen een mixtum van Westersche en Oostersche dingen — had as its weapon a mixtum of Western and Eastern things: onderofficieren en minderen de karabijn, doch ook een klewang en Atjehsche rentjong (underofficers and men the carbine, but also a klewang and an Atjehsche rentjong). On the photograph in Zentgraff’s book — „Het oude Korps Maréchaussée onder kapitein Notten. De onderofficieren en minderen waren toen ook met een rentjong bewapend. In den inzet Kapt. Notten.” — the rentjong (in sheath) is stuck between the belt. A opmerkelijk verschijnsel: even the Javanese maréchaussée’s droegen schoenen (wore shoes), in days when the Inlandsche infantry went barefoot.

The waaghalzerij incident

In the slappe periode der geconcentreerde linie (weak period of the concentrated line), when all was set on a cautious defensive, the korps’s offensive virtue could not come into its own. Een brigadecommandant, des nachts op hinderlaag liggende in den rand van het door ons geoccupeerde gebied, zag zijn kans schoon om een stout stukje te ondernemen. Hij maakte met zijne brigade een klein uitstapje op vijandelijk gebied en wist door beleidvol optreden een Atjehsch voorwerkje te bezetten en geheel te vernielen. — A brigadecommandant, lying at night in ambush on the edge of our occupied territory, saw his chance to undertake a bold little deed. With his brigade he made a small excursion onto enemy territory and, by tactful action, succeeded in occupying and entirely destroying an Atjehsche voorwerkje (outwork). De kapitein Notten, het voorval rapporteerende, meldde, dat bedoelde onderofficier door hem ernstig was berispt over zijne waaghalzerij, en dat het strengst mogelijke verbod was uitgevaardigd tegen een dergelijk eigenmachtig optreden, maar voegde er aan toe, dat hij, na die berisping, den bewusten brigadecommandant een woord van lof voor zijn moedig en beleidvol handelen tijdens de patrouille niet had kunnen onthouden. — Captain Notten, reporting the incident, reported that the underofficer in question had been seriously reprimanded by him for his waaghalzerij (dare-devilry), and that the strictest possible prohibition had been issued against such unauthorised action, but he added that, after that reprimand, he had been unable to withhold from the brigadecommandant in question a word of praise for his courageous and tactful conduct during the patrol.

The governor’s onverdeelde afkeuring

  • Dit laatste vond bij den gouverneur van Atjeh onverdeelde afkeuring; naar zijne meening viel er hier niets te loven, slechts te straffen.* — This last met with the onverdeelde afkeuring (undivided disapproval) of the governor of Atjeh; in his opinion there was nothing here to praise, only to punish. In three letters to the korps-commandant of 10 September, 26 October, and 21 December 1892, the governor set out the standpunt van hoogerhand (standpoint from above) on the use of the maréchaussée’s: „In verband met de taak, die op het Korps-Maréchaussée rust, moet het eene groote uitzondering zijn, dat brigadecommandanten zich buiten de linie begeven tot het doen van verkenningen of met welke bedoeling dan ook!” — given the task that rests on the Korps Maréchaussée, it must be a great exception that brigadecommandanten go outside the line for reconnaissances or for whatever purpose! And in the letter of 26 October: „Ik heb de eer, Uweledelgestrenge mede te deelen, dat vooreerst geen sprake mag zijn van offensief optreden in het voorterrein door hinderlagen of patrouilles van Uw korps.” — I have the honour to inform Your Worship that for the present there can be no question of offensive action in the fore-field by ambushes or patrols of your corps. And in that of 21 December: „…het optreden van tot Uw korps behoorende brigades buiten de geconcentreerde linie in geen geval meer mag plaats hebben.” — the action of brigades belonging to your corps outside the concentrated line may in no case take place any more.

Significance

Notten set the tone for the korps: a mixtum weapon, the carbine-and-klewang-and-rentjong; a doctrine of waaghalzerij that the underofficer bazen would carry to brilliant ends under Van Heutsz and Van Daalen — but that the governors of the geconcentreerde linie period forbade. Het is, niet zoo heel lang daarna, volkomen veranderd — not very long after, this was entirely changed. In the laatst van 1895 kapitein Jhr. Graafland took over as commandant; in the laatst van Maart 1896 Teukoe Oemar liep naar den vijand over.
