The Zelfbestuursverordening of 1 August 1927 (Zuid-Atjeh vrouwelijk vee) — printed in the 1930 compilation of Zelfbestuursverordeningen Atjeh en Onderhoorigheden as Regulation No. 17 — is the vrouwelijk-vee (female-cattle) protection verordening (ordinance) of the landschappen (territories) of the onderafdeeling (subdivision) Zuidelijke Atjehsche landschappen (South Atjehnese territories) of the Gouvernement Atjeh en Onderhoorigheden, issued by the two oeleebalang (territorial chiefs) of the landschappen Kloeet and Troemon — “Kita Oeleebalang dari landschap Kloeet dan Troemon” / “De Zelfbesturen van de Landschappen Kloeet en Troemon” — for the prohibition of the slaughter of female cattle and buffaloes (vrouwelijke buffels en runderen) fit for breeding. Approved by the Gouverneur van Atjeh en Onderhoorigheden (Governor of Atjeh and Dependencies) on 1 September 1927 and grounded in Staatsblad 1919 No. 822 en 823 (the Zelfbestuursregelen 1919 — Self-Government Regulations 1919), the regeling (regulation) entered into force “een maand nadat die door den Gouverneur van Atjeh en Onderhoorigheden zal zijn goedgekeurd” — a month after the Gouverneur’s goedkeuring (approval). The comparative note of Gelijke Verordeningen (Parallel Ordinances) at the close of the regulation extends the parallel vrouwelijk-vee regelingen to the onderafdeelingen Tapaktoean and Simeuloe (the two onderafdeelingen of the Zuidelijke Atjehsche landschappen), dated 25 July 1927 and 20 July 1927 respectively, both approved by the Gouverneur on 20 August 1927. The regeling is the closing entry in the compilation’s vee-cluster (cattle-cluster) — the operational complement to the slachtbelasting regulation of 1 Maart 1914 (Reg. No. 5) and the vee-vervoer en slacht regulation of 16 September 1914 (Reg. No. 16) — and is the only regulation in the compilation addressed specifically to the protection of vrouwelijk vee (female breeding-stock).
The regulation’s place in the compilation
Reg. No. 17 occupies pp. 112–113 of the printed book, closing the Landbouw, Nijverheid en Handel (Agriculture, Industry and Commerce) section’s vee-cluster. The compilation’s Inhoud (table of contents on pp. V–VII) lists Reg. No. 17 as the seventeenth numbered regulation under the Landbouw, Nijverheid en Handel heading, with the descriptive title — as garbled in the OCR but reconstructible:
“JELFHESTUIRYYEROODNNNE van 1 Augustus 1927 op het slachten van vrouwelijke buffels en runderen in de landschappen der onderafdeeling Zuidelijke Atjehsche landschappen (Onderafdeelingen Tapaktoean, Simeuloed).”
The Inhoud’s parenthetical “(Onderafdeelingen Tapaktoean, Simeuloed)” notation signals that the vrouwelijk-vee regeling was extended — via the comparative note of Gelijke Verordeningen — to the onderafdeelingen Tapaktoean and Simeuloe, the two onderafdeelingen of the broader Zuidelijke Atjehsche landschappen. The two oeleebalang of Kloeet and Troemon — “Kita Oeleebalang dari landschap Kloeet dan Troemon” / “De Zelfbesturen van de Landschappen Kloeet en Troemon” — are the signatories of the originating regulation of 1 August 1927. Kloeet and Troemon are south-coast landschappen within the onderafdeeling Zuidelijke Atjehsche landschappen; Troemon is itself the subject of an existing Aceh Wiki History place-entry.
The prohibition on female-cattle slaughter
The substantive provisions of Reg. No. 17 are set out in three articles (Fatsal in Malay, Artikel in Dutch). The recital grounds the regeling in the interest of preventing — so far as possible — the slaughter of female cattle fit for breeding:
“Menimbang dan patact dindakan satoe oendang” perkara memotong ternak betina jang boleh dipakai mendjadi bibit jaitoe seboleh-bo- lehnja dilarang”
— “Whereas it is desirable to establish a regulation on the slaughter of female livestock that can be used as breeding-stock, namely to forbid it as much as possible.” The Dutch parallel-column recital reads:
“Overwegende dat het wenschelijk is eene regeling vast te stellen ten einde het slachten van vrouwelijk vee, geschikt voor de voortteling zooveel mogelijk tegen te gaan”
The statutory basis is fixed: “Gelet op Staatsblad 1919 No. 822 en 823” — the Zelfbestuursregelen 1919 (Staatsblad 1919 No. 822) and its companion regulation (Staatsblad 1919 No. 823). The vaststelling-formula (establishment-formula) follows: “Ditetapkan: Vast te stellen de navolgende regeling. Hebben besloten: Diadakan menjembelih oendanga sebagai terseboet.”
Fatsal 1 (Article 1) establishes the prohibition:
“Dilarang menjembelih atau menjoeroeh menjembelih kerban betina, lemboe, anak kerbau betina dan anak lemboe jang boleh dipakni oentock bibit menoeroet orang jang telah ditetapkan akan memeriksa hal itoe.”
— “It is forbidden to slaughter, or to cause to be slaughtered, female cattle, buffaloes, female buffalo-calves and female cattle-calves, insofar as they can be used for breeding, at the judgement of the person designated to examine the matter.” The Dutch parallel-column article reads:
“Het slachten of doen slachten van buffelkoeien, koeien, buffelkoekalveren en koekalveren, voor zoover die nuttig zijn voor de voortteling, ter beoordeeling van den ter plaatse aanwezigen deskundige is verboden.”
The prohibition thus extends to four classes of animals — buffelkoeien (buffalo-cows), koeien (cows), buffelkoekalveren (buffalo-cow-calves), and koekalveren (cow-calves) — insofar as they are nuttig voor de voortteling (useful for breeding), at the judgement of the ter plaatse aanwezigen deskundige (the locally present expert). The protective scope of the prohibition is, in this sense, narrower than the Reg. No. 16 vee-vervoer en slacht regeling of 16 September 1914, which protected all breeding-useful cattle from slaughter, export, and non-indigenous sale: Reg. No. 17 protects only the female breeding-stock, and only from slaughter — the operational complement to Reg. No. 16’s broader protective regime.
Fatsal 2 fixes the penalty:
“Pelanggar larangan ini akan dihoekoem denda setinggi-tingginja f 50.- (lima poeloeh roepiah). Oeang denda itoe setengah diberi kepada orang jang menangkap dan setengah oentoek orang jang menolong menangkap baik-”
— “Violation of this prohibition will be punished by a fine of at most f 50.– (fifty gulden). Of the fine money, half is given to the person who catches [the offender] and half to the person who assists in catching [him] — well —”. The Dutch parallel-column article continues:
“Overtreding van dit verbod wordt gestraft met een geldboete van ten hoogste f 50.- (vijftig gulden). Van de betaalde boete komt de helft aan den aanbrenger, terwijl door het Zelfbestuur over de andere helft kan worden beschikt ter uitkeering aan de personen, die direct of indirect hebben medegewerkt tot de ontdekking der overtreding.”
The standard Zelfbestuur-period penalty-arrangement thus applies: half the boete (fine) to the aanbrenger (the person who brings the case), the other half at the Zelfbestuur’s disposal for uitkeering (payment-out) to persons who directly or indirectly assisted in discovering the violation. The fallback premie (reward) — when the boete was not paid — was, per Fatsal 2’s continuation, up to f 20.– (twenty gulden): “Apabila denda terseboet tidak dibajar oleh Oeleebalang boleh diberi premie setingginja f 20.- jaitoe setengah kepada sipenangkap dan setengah lagi oentoek sipenoendjoek atan jang menolong dalam penangkapan itoe seperti terseboet dalam fatsal 1” / “Ingeval de boete niet wordt betaald, kan door het Zelfbestuur een premie worden toegekend van ten hoogste f 20.- (twintig gulden) waarover te beschikken op de wijze als met betrekking tot betaalde boete, hiervoren is aangegeven”. The penalty-structure of Reg. No. 17 thus follows the standard pattern of the Zelfbestuur-period regulations — half-to-aanbrenger, half-to-Zelfbestuur, with a fallback premie of up to f 20.– when the boete was not paid — and the protective intent of the regeling is signalled by the premie-arrangement, which put the enforcement in the hands of the anak negeri (subjects) themselves.
Fatsal 3 fixes the inwerkingtreding (entry into force):
“Oendang” ini didjalankan sesoe- dah seboelan disahkan oleh seri padoeka toean Goebernoer.”
— “This regulation enters into force one month after it has been approved by the Seri Padoeka Toean Goebernoer (His Honourable Lordship the Governor).” The Dutch parallel-column article reads:
“Deze regeling treedt in werking een maand nadat die door den Gouverneur van Atjeh en Onderhoorigheden zal zijn goedgekeurd.”
The inwerkingtreding clause thus makes the regeling’s effective date conditional on the Gouverneur’s goedkeuring — the operational expression of the goedkeuring requirement that fixed the subordination of the Zelfbestuur to the colonial state.
Application to the onderafdeelingen Tapaktoean and Simeuloe
The vrouwelijk-vee regeling of Kloeet and Troemon was extended to the onderafdeelingen Tapaktoean and Simeuloe — the two onderafdeelingen of the broader onderafdeeling Zuidelijke Atjehsche landschappen — through the comparative note of Gelijke Verordeningen at the close of the regulation:
“GELIJK VERORDENINGEN zijn vastgesteld voor de landschappen in de onderafdeelingen: Tapaktoean, op 25 Juli 1927, Simeuloet, op 20 Juli 1927. Deze verordeningen zijn goedgekeurd door den Gouverneur van Atjeh en Onderhoorigheden op 20 Augustus 1927.”
— “Parallel regulations have been established for the landschappen in the onderafdeelingen: Tapaktoean, on 25 July 1927, Simeuloe, on 20 July 1927. These regulations were approved by the Gouverneur van Atjeh en Onderhoorigheden on 20 August 1927.” The parallel regelingen of Tapaktoean and Simeuloe were thus issued slightly before the originating Kloeet-Troemon regeling of 1 August 1927 — Tapaktoean on 25 July 1927, Simeuloe on 20 July 1927 — and were approved by the Gouverneur on 20 August 1927, twelve days before the Gouverneur’s goedkeuring of the originating Kloeet-Troemon regeling on 1 September 1927. The geographical scope of the regeling thus covers the entire onderafdeeling Zuidelijke Atjehsche landschappen — the south-coast onderafdeeling (Tapaktoean) and the west-coast island onderafdeeling (Simeuloe) — with Kloeet and Troemon forming the originating landschappen within the south-coast onderafdeeling. The Inhoud’s parenthetical “(Onderafdeelingen Tapaktoean, Simeuloed)” notation signals the same geographical scope — the vrouwelijk-vee regeling extended across the entire onderafdeeling Zuidelijke Atjehsche landschappen through the parallel regelingen of Tapaktoean and Simeuloe.
Significance
The Zelfbestuursverordening of 1 August 1927 (Zuid-Atjeh vrouwelijk vee)‘s significance in the Aceh Wiki History record rests on four things: it was the vrouwelijk-vee (female-cattle) protection regulation of the landschappen Kloeet and Troemon in the onderafdeeling Zuidelijke Atjehsche landschappen, issued jointly by the two oeleebalang of Kloeet and Troemon and approved by the Gouverneur van Atjeh en Onderhoorigheden on 1 September 1927, grounded in Staatsblad 1919 No. 822 en 823 (the Zelfbestuursregelen 1919); it was the regulation whose three-article structure — Fatsal 1 prohibition on the slaughter of female cattle and buffaloes fit for breeding (at the judgement of the ter plaatse aanwezigen deskundige), Fatsal 2 penalty-structure (f 50.– boete, half-to-aanbrenger / half-to-Zelfbestuur, with a fallback f 20.– premie), Fatsal 3 inwerkingtreding (one month after the Gouverneur’s goedkeuring) — fixed the protective template that the compilation’s other female-cattle regulations followed; it was the regulation whose comparative note of Gelijke Verordeningen extends the vrouwelijk-vee regeling to the onderafdeelingen Tapaktoean (25 July 1927) and Simeuloe (20 July 1927) — the two onderafdeelingen of the broader onderafdeeling Zuidelijke Atjehsche landschappen — both approved by the Gouverneur on 20 August 1927; and it was the regulation that is the only entry in the compilation addressed specifically to the protection of vrouwelijk vee (female breeding-stock), and that is the operational complement to the vee-vervoer en slacht regulation of 16 September 1914 (Reg. No. 16) — where Reg. No. 16 protected all breeding-useful cattle from slaughter, export, and non-indigenous sale, Reg. No. 17 protected only the female breeding-stock from slaughter, and together the two regulations constituted the colonial state’s foundational vee-protection regime for the Gouvernement. Reg. No. 17 is, in this sense, the closing entry in the compilation’s vee-cluster — the operational culmination of the 1914–1927 cattle-protection policy, and the regulation whose comparative note of Gelijke Verordeningen most clearly illustrates the systematic extension of a single protective template across the onderafdeelingen of the Zuidelijke Atjehsche landschappen.
