The Zelfbestuursverordening of 16 September 1914 (Alaslanden vee) — printed in the 1930 compilation of Zelfbestuursverordeningen Atjeh en Onderhoorigheden as Regulation No. 16 — is the vee-vervoer en slacht (cattle-transport and slaughter) verordening (ordinance) of the zelfbesturende landschappen (self-governing territories) of the onderafdeeling (subdivision) Alaslanden in the afdeeling Gajo- en Alaslanden of the Gouvernement Atjeh en Onderhoorigheden, issued jointly by the two oeleebalang (territorial chiefs) of the Alaslanden — those of Bambel and Poeloe Nas — for the regulation of the transport and slaughter of cattle and buffaloes (runderen en buffels). Issued “in overleg met den Besturend Ambtenaar der Afdeeling Alaslanden” (in consultation with the Administering Official of the District Alaslanden) and approved by the Gouverneur van Atjeh en Onderhoorigheden (Governor of Atjeh and Dependencies), the regeling (regulation) entered into force “op den dag na dien der bekendmaking in de landschappen bovengenoemd” — on the day after that of the promulgation in the aforesaid landschappen — and is the second of the 1930 compilation’s two Alaslanden cattle regulations, the first being the slachtbelasting regulation of 1 Maart 1914 (Reg. No. 5). The comparative table of Gelijke Verordeningen (Parallel Ordinances) at the close of the regulation extends the parallel vee-vervoer en slacht regelingen to the other onderafdeelingen of the Gouvernement, with the originating Alaslanden regeling of October 1914 (the table’s entry for the originating landschap) alongside the parallel regelingen of Meureudoe, Lammeulo, Padangtidji, Idi, Langsa, Tamiang (Temling), Takingeun, Serbeudjadi, Gajo LoeBus, Tjalang, Meulaboh, Tapaktoean, and the Zuidelijke Atjehsche landschappen — all dated October 1914 (with the partial exception of Idi at 9/1914, Langsa at 30/1914, Tamiang at 16/1914, and Takingeun at 30/1914).

The regulation’s place in the compilation

Reg. No. 16 occupies pp. 107–111 of the printed book, opening the Landbouw, Nijverheid en Handel (Agriculture, Industry and Commerce) section’s vee-cluster (cattle-cluster) — the cattle regulations of the compilation’s agricultural heading. The compilation’s Inhoud (table of contents on pp. V–VII) lists Reg. No. 16 as the sixteenth numbered regulation under the Landbouw, Nijverheid en Handel heading, with the descriptive title — as garbled in the OCR but reconstructible:

“TELFTESTUUTSSVRRODDENNN van 16 September 1914 op het vervoer en op het slachten van runderen en buffels in de zelfbesturende landschappen der onderafdeeling Alaslanden. (Geheele gewest.)”.

The “(Geheele gewest.)” (entire region) notation in the Inhoud signals that the vee-vervoer en slacht regeling was extended — via comparative tables of Gelijke Verordeningen — to the entire gewest (region) of the Gouvernement. The two oeleebalang of the Alaslanden — “Kami pemerentah sendiri dari tanah-tanah jang satoe-satoenja: Bambel dan Poeloe Nas dari Afdeeling tanah Alaslanden” / “Wij, Zelfbestuurders van de landschappen respectievelijk: Bambel dan Poeloe Nas dari Afdeeling tanah Alaslanden. Bambel en Poeloe Nas der Afdeeling Alaslanden” — are the signatories of the regulation.

The cattle-transport regulation

The substantive provisions of Reg. No. 16 are set out in seven articles (Fatsal in Malay, Artikel in Dutch). The recital grounds the regulation in the interest of “eene gezonde ontwikkeling van den veeteelt” (a healthy development of cattle-breeding) and “ter voorkoming van den achteruitgang van den veestapel” (the prevention of the decline of the cattle-stock):

“Menimbang bahwa perloe diadakan beberapa peratoeran jang bergoena oentoek kemadjoean jang sempoerna dalam hal pemeliharaän sapi dan karbau, demikian poela akan mendjaga soepaja pemeliharaän binatang itoe djangan mendjadi moendoer”

— “Whereas it is needful to establish several useful regulations for the perfect progress in the matter of cattle and buffalo husbandry, and likewise to ensure that the husbandry of these animals does not decline.” The Dutch parallel-column recital reads:

“Overwegende, dat het gewenscht is, om in het belang van een gezonde ontwikkeling van den veeteelt, zoomede ter voorkoming van den achteruitgang van den veestapel eenige regelingen te treffen”

The vaststelling-formula (establishment-formula) records the overleg (consultation) with the Besturend Ambtenaar der Afdeeling Alaslanden: “Telah menetapkan: Hebben beslaten: Setelah moepakat dengan kepala pemerentah dari Afdeeling Alaslanden. In overleg met den Besturend Ambtenaar der Afdeeling Alaslanden” — the regulation was issued in consultation with the local Dutch civil administrator, as the Zelfbestuursregelen 1919 (Self-Government Regulations 1919) required for substantive verordeningen.

The requirement of transport certificates

The substantive prohibition of Fatsal 1 (Article 1) establishes the protective core of the regeling. Cattle and buffaloes, insofar as they are — at the judgement of a deskundige (expert) designated by the Zelfbestuurder — useful for breeding, may not be slaughtered or caused to be slaughtered, may not be exported from the afdeeling Alaslanden to places outside it, and may not be sold to non-Inheemsche (non-indigenous) persons:

“Het is verboden runderen en buffels, voor zoover die ter beoordeeling van den door den Zelfbestuurder aan te wijzen deskundige nuttig zijn voor de voortteling: a. te slachten of doen slachten; b. uit te voeren uit de afdeeling Alaslanden (2) naar plaatsen daar buiten gelegen; c. te verkoopen aan anderen dan aan personen behoorende tot de Inheemsche bevolking.”

The footnote (2) on the Dutch side clarifies the administrative-geographic context of the prohibition: “De afdeeling Alaslanden bestond in 1914 uit de tegenwoordige onderafdeeling van dien naam” — the afdeeling Alaslanden consisted, in 1914, of the present-day onderafdeeling of that name. The footnote is the compilation’s clearest single statement of administrative-territorial reorganisation between 1914 and 1930: the afdeeling Alaslanden of 1914 had become, by 1930, the onderafdeeling Alaslanden within the broader afdeeling Gajo- en Alaslanden.

Fatsal 2 provides for bijzondere gevallen (special cases): “In bijzondere gevallen kan door den Zelfbestuurder in overeenstemming met den Europeeschen bestuursambtenaar daartoe vergunning worden verleend, onder zulke voorwaarden als hun noodzakelijk zullen voorkomen” — in special cases the Zelfbestuurder, in agreement with the European civil administrator, may grant permission, on such conditions as they consider necessary. Fatsal 3 establishes the transport certificate (soerat keterangan / bewijs) requirement:

“Elk vervoer van runderen en buffels moet gedekt zijn door een bewijs afgegeven op den voet van het volgend artikel en opgemaakt overeenkomstig het aan deze verordening gehechte model.”

— “Every transport of cattle and buffaloes must be covered by a certificate issued on the footing of the following article and drawn up in accordance with the model attached to this regulation.” Fatsal 4 fixes the kosteloos (free-of-charge) issuance and the three-tier issuing authority: certificates for transport within a landschap were issued by the kepala dari Kampong (the head of the kampong [village] from which the animal originates); certificates for transport within the onderafdeeling were issued by the Zelfbestuurder; certificates for transport outside the onderafdeeling were issued by the European civil administrator on request of the Zelfbestuurder. Fatsal 5 fixes the validity: “De bewijzen tot vervoer zij slechts geldig voor den daarin uitgedrukten termijn van ten hoogste een maand” — the transport-certificates were valid only for the term stated therein, of at most one month. Fatsal 6 fixes the penalties: “Overtreding van de artikelen 1, 3 en 5 wordt gestraft met een geldboete van f 1.- (een gulden) tot f 100.- (een honderd gulden) of met een arbeidstelling aan de publieke werken voor den kost zonder loon van ten hoogste drie maanden” — violation of articles 1, 3, and 5 was punished with a geldboete (fine) of f 1.– to f 100.–, or with labour on public works for board without wages for at most three months. The Fatsal 6 penalty structure follows the standard Zelfbestuur-period pattern: half the boete to the aanbrenger (informer), the other half at the Zelfbestuur’s disposal for uitkeering (payment-out) to persons who collaborated in discovering the violation, with a fallback premie (reward) of up to f 20.– when the boete was not paid.

The regulation’s closing article, Fatsal 7, fixes the inwerkingtreding (entry into force): “Peratoeran ini moelai didjalankan pada hari sesoedahnja dipermakloemkan dalam tanah jang terseboet diatas ini” / “Deze verordening treedt in werking op den dag na dien der bekendmaking in de landschappen bovengenoemd” — the regulation enters into force on the day after that of the promulgation in the aforesaid landschappen. The regulation’s MODEL BEWIJS TOT VERVOER — the attached transport-certificate form — is reproduced on p. 110 of the printed book, with fields for Onderafdeeling, Afdeeling, Landschap, Kampong, the recipient’s name and kampong, the number of cattle/buffaloes to be transported (broken down by sex — betina / djantan — and species — kerbau / sapi), the animal’s horn-length (Pandjang tandoeknja) and coat (Boeloenja), the date (tanggal), and the Gezien (Seen) countersignature.

Application to the entire gewest

The vee-vervoer en slacht regeling was extended to the entire gewest of the Gouvernement through the comparative table of Gelijke Verordeningen at the close of the regulation. The table records — under the three column-headings De landschappen, gelegen in de onderafdeeling (The territories situated in the subdivision), Dagteekening der verordening (Date of the ordinance), Goedkeuring door den Gouverneur van Atjeh en Onderhoorigheden (Approval by the Governor of Atjeh and Dependencies) — the originating Alaslanden regeling (October 1914) alongside the parallel regelingen of:

The table records: “Goedgekeurd (dagteekening onbekend)” — approved (date unknown) — for the originating Alaslanden regeling and for the parallel regelingen of the various onderafdeelingen. The footnote at the close of the table reads: “1) Zie ook de verordening opgenomen onder nummer 17” — “See also the regulation included under number 17” — directing the reader to Reg. No. 17 (the vrouwelijk-vee regulation of 1 Augustus 1927), which extends the female-cattle protection to the onderafdeeling Zuidelijke Atjehsche landschappen. The vee-vervoer en slacht regeling of 16 September 1914 thus constituted, alongside the parallel regelingen of the comparative table, the foundational protective regime for the cattle-stock of the entire gewest — the operational complement to the slachtbelasting of Reg. No. 5.

Significance

The Zelfbestuursverordening of 16 September 1914 (Alaslanden vee)‘s significance in the Aceh Wiki History record rests on four things: it was the vee-vervoer en slacht (cattle-transport and slaughter) regulation of the zelfbesturende landschappen of the onderafdeeling Alaslanden, issued jointly by the two oeleebalang of Bambel and Poeloe Nas “in overleg met den Besturend Ambtenaar der Afdeeling Alaslanden” — the consultation with the local Dutch civil administrator that the Zelfbestuursregelen 1919 required for substantive verordeningen; it was the regulation whose seven-article structure — Fatsal 1 protective prohibition on the slaughter, export, and non-indigenous sale of breeding-useful cattle and buffaloes, Fatsal 2 special-case permission, Fatsal 3 transport certificate requirement, Fatsal 4 kosteloos issuance and three-tier issuing authority, Fatsal 5 one-month validity, Fatsal 6 penalty-structure (f 1.– to f 100.– boete or three months’ arbeidstelling [public-works labour]), Fatsal 7 inwerkingtreding — fixed the protective template that all subsequent vee-regulations of the Gouvernement followed; it was the regulation whose footnote (2) — “De afdeeling Alaslanden bestond in 1914 uit de tegenwoordige onderafdeeling van dien naam” — is the compilation’s clearest single statement of administrative-territorial reorganisation between 1914 and 1930; and it was the regulation whose comparative table of Gelijke Verordeningen extends the vee-vervoer en slacht regeling to thirteen onderafdeelingen — Meureudoe, Lammeulo, Padangtidji, Idi, Langsa, Tamiang (Temling), Takingeun, Serbeudjadi, Gajo LoeBus, Tjalang, Meulaboh, Tapaktoean, and the Zuidelijke Atjehsche landschappen — all dated 1914 (with the partial exceptions of Idi at September 1914, Langsa at 30 September 1914, Tamiang at 16 September 1914, and Takingeun at 30 September 1914). Reg. No. 16 is, in this sense, the operational complement to the slachtbelasting regulation of 1 Maart 1914 (Reg. No. 5) — where Reg. No. 5 levied the tax on slaughter, Reg. No. 16 protected the cattle-stock from indiscriminate slaughter and export, and together the two Alaslanden cattle regulations of 1914 constituted the colonial state’s foundational vee-policy for the Gouvernement.
