Governementsbesluit of 3 March 1899 was a executive decree enacted by the Netherlands East Indies colonial government reorganizing and substantially expanding the Korps Maréchaussée.
Key Provisions
- Expanded the total force strength to 20 officers and 1,212 enlisted men.
- Divided the force into 5 tactical divisions, each comprising 3 sections (afdeelingen), subdivided into 4 mobile brigades.
- Placed overall military management under the local military commander at Kuta Raja.
- Assigned division commanders dual civil administrative powers as civil administrators (civiel-gezaghebber).
- Allocated f 10,000 annually at the personal disposal of the Governor of Aceh to reward individual initiative and extraordinary brave acts by Marechaussee soldiers.
Strategic Impact
This decree transformed the Marechaussee into a permanent regional pacification army stationed across major posts in Seulimeum, Indrapuri, Cot Mentjang, Cot Guè, Lhoknga, and Lambaro.
