Binnenlandsch Bestuur in Atjeh (Colonial Civil Administration in Aceh) was the corps of civil administrative officials responsible for civil governance, public administration, tax collection, and population registration in Dutch-controlled areas of Aceh during the colonial era.
Relationship with the Military and Marechaussee
During the initial phase of the concentratie-stelsel (1884–1896), the Dutch colonial government intended for the military to establish a secure perimeter in Groot-Atjeh, after which control over pacified districts would be handed over to the Binnenlandsch Bestuur.
Between 1890 and 1896, members of the Korps Maréchaussée actively carried out civil administrative duties alongside their security role. Marechaussee units compiled population registers, recorded property holdings, registered local businesses, and monitored agricultural trade (such as pepper and food supplies) to support civil administration.
When the Marechaussee was expanded under Governementsbesluit of 3 March 1899, commanders of divisions and sections were explicitly invested with dual authority as civil administrators (civiel-gezaghebber) in areas where security conditions precluded purely civilian government. Officers such as Jonkheer G. J. W. C. Graafland, Joannes Benedictus van Heutsz, and Gotfried Coenraad Ernst van Daalen exercised combined civil and military governance over administrative divisions.
The Binnenlandsch Bestuur and the eye survey of 1937
The Binnenlandsch Bestuur — the civil administration, abbreviated B.B. — appears three times in Dr. C. E. Gomperts’s eye survey of 1937 of Groot-Atjeh.
It supplied the population figures on which Gomperts based his estimate of the strength of the surveyed area for 1937, derived from the Volkstelling 1930 with an annual increase of 1½ per cent.
Through its mediation Gomperts attempted an enquiry into the food supply of the surveyed districts; but this “bleek bij steekproeven niet geheel betrouwbaar” — proved on spot checks not entirely reliable — so that he gathered the usable and certain harvest data himself.
And in the fourth of his five recommended measures against xerophthalmie, he made its cooperation indispensable: at the kampongonderzoek by which the population was to be instructed about nutrition and xerophthalmia cases demonstrated to them, “kan de medewerking van het Binnenlandsch Bestuur niet worden gemist.”
The two onderafdeelingen of the afdeeling Groot-Atjeh — Seulimeum and Koetaradja — belonged, Gomperts noted, to the administrative territory of two controleurs.
