Governementsbesluit of 2 April 1890 was an official decree issued by the Governor-General of the Netherlands East Indies establishing the Korps Maréchaussée te voet in Atjeh en Onderhoorigheden.

Key Provisions

  • Established a specialized foot corps of light counter-insurgency troops to operate within the geconcentreerde stelling of Groot-Atjeh.
  • Set an initial strength of 1 division consisting of 1 captain-commander, 1 first lieutenant, 1 European sergeant-major, 1 European quartermaster, 12 European sergeants, 12 non-European sergeants, 12 non-European corporals, and 180 non-European privates.
  • Mandated police duties, monitoring pepper and food smuggling, and preparing conditions for eventual civil governance under the Binnenlandsch Bestuur.

Significance

This decree laid the legal foundation for forty years of Marechaussee military operations in Aceh (18901930), creating what became the primary Dutch counter-insurgency instrument during the Aceh War.
