Van Swieten’s Instructie of 22 April 1874 — formally the Instructie voor den militairen, tevens civielen bevelhebber te Atjeh (Instruction for the military, at the same time civil, commander of Atjeh), drafted by Generaal van Swieten in his hand-over nota voor den Kolonel (memorandum for the Colonel) Pel from Penang on 22 April 1874, and approved by Besluit van den Gouverneur-Generaal van Nederl. Indië dd. 26 Mei 1874 No. 1 (Decree of the Governor-General of Netherlands India dated 26 May 1874 No. 1) — is the foundational policy document of the Dutch occupation of Atjeh. Van Heutsz, in his 1893 tract De onderwerping van Atjeh, treats the Instructie as the first of the eleven Governors’ programmes in his catalogue — the programma van Swieten (Swieten’s programme) that, had it been followed, would have placed “het meest gewichtige gedeelte van de vallei van Groot-Atjeh” (the most weighty part of the valley of Groot-Atjeh) under a small but strong Dutch garrison and left the rest to political rather than military conquest. Its central prescriptions — the concentrated stelling (defensive line) at Kotja-Radja, the 2500-man garrison, the article 5 framework for the Onderhoorigheden (Dependencies) — were formally abandoned within a year, in 1875, when Generaal Pel and G.-G. van Lansberge adopted the more aggressive coastal-occupation programme; and it is in this sense — the lost, moderate, programma of the original commander — that the Instructie dominates Van Heutsz’s narrative.
The Penang nota and the Besluit
Van Swieten’s Instructie reached his successor Kolonel Pel in the form of a nota (memorandum) dated from Penang on 22 April 1874. The OCR of Van Heutsz’s text preserves the damaged reading: “benevens zijne nota voor den Kolonel Pel, gedagteekend: Penaaoonn,, 22 April 1874”. The nota was approved by the Gouverneur-Generaal (Governor-General) — at the time G.-G. Loudon, in consultation with the Minister van Koloniën (Minister of Colonies) Fransen van de Putte — by formal Besluit (Decree) of 26 May 1874 No. 1. Van Heutsz introduces the two documents together as the richting (direction) Van Swieten “zoowel te Groot-Atjeh, als in de Onderhoorigheden wenschte gevolgd te zien” (wished to see followed both in Groot-Atjeh and in the Onderhoorigheden):
“De denkbeelden door den Generaal van Swieten neergelegd in zijne IIntrructie voor den militairen, tevens civielen bevelhebber te Atjeh> en goedgekeurd bij Besluit van den Gouverneur-Generan van Nederl. Indië dd. 26 Mei 1874 No. 1, benevens zijne nota voor den Kolonel Pel, gedagteekend: Penaaoonn,, 22 April 1874> geven duidelijk de richting aan, die hij zoowel te Groot-Atjeh, als in de Onderhoorigheden wenschte gevolgd te zien”.
The nota and the Besluit together form the high-water mark of the Loudon–Fransen van de Putte cabinet’s policy on Atjeh — the moment at which, Van Heutsz argues, the political and military authorities were most in agreement on a single, restrained, sustainable programme.
The concentrated stelling at Kotja-Radja and the 2500-man garrison
The substantive content of the Instructie was the choice of a “kleine maar sterke positie” (small but strong position) in the most weighty part of the valley of Groot-Atjeh — the geconcentreerde stelling (concentrated defensive line) at Kotja-Radja — to be held and actively defended by a garrison of 2500 men, plus a few posts to secure the line of communication to the sea. Van Heutsz’s summary preserves Van Swieten’s reasoning:
“De Generaal, even uitnemend staatsman als krijgsoverste en grondig bekend met onze draagkracht, hield daarbij met wijs beleid het oog gevestigd op de toekomst en voorziende, dat onze financieele en personeele krachten zouden overschreden worden, als wij een rijk als het Atjehsche door wapengeweld willende veroveren, daarin niet zeer spoedig slaagden, gaf hij de voorkeur aan het bezetten van eene kleine maar sterke positie, die wij actief moesten verdedigen, koos voor die positie het meest gewichtige gedeelte van de vallei van Groot-Atjeh en gaf te kennen, dat de politiek moest en zou voltooien, wat de wapenen zoo gelukkig begonnen hadden”.
The 2500-man figure is cited twice by Van Heutsz: once for the original Instructie — “Deze liet 2500 man achter, om daarmede te bezetten en actief te verdedigen de geconcentreerde stelling Kotja-Radja en enkele posten ter verzekering van de veilige gemeenschap naar zee” — and once again in the 1876 recapitulation — “Van Swieten toch liet zooals wij zagen 2500 man als bezetting voor Atjeh achter”. The figure recurs because Van Heutsz uses it as the baseline against which the subsequent expansion is measured: by 1875 the number of posts had already risen to thirty-eight with a garrison of 2750 infantry alone, and by 1876 the total force in Atjeh had reached 3000 Europeans, 180 Africans, and 5000 Inlanders (indigenous troops) — more than triple the original Instructie figure.
Article 5 and the Onderhoorigheden
The Instructie’s article 5 — the only article Van Heutsz quotes in full — set out Van Swieten’s programme for the Onderhoorigheden (the dependent coastal statelets). Van Heutsz’s reproduction preserves the OCR-damaged reading:
“Dat art. 5 luidde: ,Tnn aanzien van de Onderhourigheden van Atjeh onderhoudt de mili- taire en civiele bevelhebber met hen, die onze souvereiniteit hebben n ,rrendd, zooveel mogelijk de betrekkingen en tracht hen, die nog , niet tot ons zijn toegetreden, door overreding of door blokkade te brengen tot het afleggen der verklaring, waarvan een model aan ,,de instructie is gehecht. BBij toetreding voorziet hij hen van eene acte van aanstelling, overeenkkmsttig het mede hierbij gevoegd model”.
Article 5 thus contemplated two instruments — overreding (persuasion) and blokkade (blockade) — for bringing the still-unsubmitted coastal statelets to the declaration of Dutch sovereignty, and a single administrative act — the acte van aanstelling (letter of appointment) — for those that complied. Van Heutsz’s commentary is severe: the article, he argues, was insufficient even on its own terms, and was “bepaald verkeerd” (decidedly wrong) if detached from the larger framework Van Swieten had in mind; but the groote fout (great error) was that no successor ever tried to find out what the verbetering (improvement) of article 5 should have been, because the entire programma was abandoned in 1875 before its weaknesses could be revealed. The Instructie thus survives in Van Heutsz’s text as both a programma that, with “vermeerdering van onze kennis van land en volk” (increase of our knowledge of land and people), would have revealed its own necessary revision — and as the document whose abandonment cut off that evolution before it could begin.
Abandonment (1875)
The Instructie was effectively abandoned within a year of its promulgation. On 30 April 1875, Generaal Pel submitted to G.-G. van Lansberge his own plan for the occupation of the entire coastal strip of Groot-Atjeh from Kroeng Raja to Kroeng Raba — a far more aggressive programme than Van Swieten’s concentrated stelling. Van Lansberge, who had succeeded Loudon as Governor-General, accepted Pel’s plan and “den door van Swieten in overeenstemming met den Gouv. Gen. Loudon en den Minister van Koloniën Fransen van de Putte aangewezen weg geheel verlaten” (entirely abandoned the way indicated by Van Swieten in agreement with Governor-General Loudon and the Minister of Colonies Fransen van de Putte). By May 1875, Van Heutsz records, “feitelijk reeds geheel was afgeweken van het programma van Swieten” (in fact already entirely departed from the programme of Swieten): thirty-eight posts had already been erected with a garrison of 2750 infantry, and the total Atjeh force had risen to 4000 men — “zonder dat deze uitbreiding ons ten opzichte van de onderwerping -dus op staatkundig gebied- één schrede had vooruitgebracht” (without this extension having advanced us one step towards the submission — thus in the political domain).
The abandonment of the Instructie is, for Van Heutsz, the original groote politieke fout (great political mistake) of the entire Atjeh campaign — the moment at which the political authorities abandoned the restrained, sustainable programme of the original commander for a more ambitious military programme that they could neither finance nor staff. The programma van Swieten is, in this reading, the lost alternative of the entire twenty-year war: had it been followed, “dan zou, bij de vermeerdering van onze kennis van land en volk en van de inrichting van het Atjehsche staatsbestuur, zeer zeker na luttele jaren, wellicht zelfs eerder, gebleken zijn, welke weg, om zonder wapengeweld en zonder groote uitgaven onzerzijds meester te worden en te blijven in Atjeh en Onderhoorigheden, op politiek gebied te Groot-Atjeh moest ingeslagen worden”.
Significance
Van Swieten’s Instructie is the foundational document of the Dutch occupation of Atjeh — the programma on which all eleven subsequent Governors’ programmes are, in Van Heutsz’s catalogue, a series of variations and refusals. Its three central prescriptions — the concentrated stelling at Kotja-Radja, the 2500-man garrison, the article 5 framework of overreding (persuasion) and blokkade (blockade) for the Onderhoorigheden — set the terms within which every subsequent Atjeh governor had to work, even when (as under Pel and Van Lansberge) the programma itself was formally abandoned. Its principal significance in the Aceh Wiki History record is as the lost, moderate alternative — the “juisten grondslag” (correct foundation) that, had it been sustained, would have spared the Netherlands twenty years of escalating commitment and the Atjeh-oorlog its most expensive and demoralising detours. Van Heutsz’s recurring counter-factual — “ware den Generaal van Swieten aangewezen weg gevolgd geworden” (had the way indicated by General Van Swieten been followed) — is the rhetorical frame within which every later Governor is judged. The Instructie is also the document whose article 5 set the original template for the Onderhoorigheden policy that Scherer’s scheepvaartregeling (shipping regulation) — the central prescription of the 1893 tract — was, in Van Heutsz’s reading, the long-deferred revision of.
