Account from Verstege’s Een beroep op het Nederlandsche volk (1886)
Verstege cites the sworn testimony of kapitein G. C. E. van Daalen, “gewezen chef van het kabinet van den Kommandant van het leger, Generaal KROESEN” — given in the inquiry into the first Atjeh expedition — that the luitenant-generaal Kroesen in 1869, 1870 and 1871 had repeatedly reported that personnel and materiel of the Indies army were below the need of the land, had done and proposed everything for improvement, “maar dat de Regeering en de Ministers geweigerd of getalmoud hebben” (“but that the Government and the Ministers refused or delayed to give effect to his proposals”). The testimony is part of Verstege’s dossier, in Appendix D of his pamphlet, for the judgment that the war was begun in the knowledge of an unprepared army (see Koninklijk Nederlandsch-Indisch Leger).
