Insinger was a member of the States General who, on 16 November 1882, took part in the interpellation over the very worrying state of Atjeh. In the review of that debate given by Verstege — after the ministerial declaration of de Brauw that the undivided sovereignty over Sumatra had been conquered “in these times” — the aim of several members, among whom Insinger, Rutgers van Rozenburg, Wintgens and de Casembroot, is described as having been “to shake government and Chamber awake over the lamentable state of things in Atjeh; to give a powerful hint to make the government break with its carelessness and its optimism”.
