Wintgens was a member of the States General who, on 16 November 1882, took part in the interpellation over the very worrying state of Atjeh. In Verstege’s review of that debate the aim of the members Rutgers van Rozenburg, Insinger, Wintgens and A. de Casembroot is described as having been “to shake government and Chamber awake over the lamentable state of things in Atjeh” (see Insinger).
