A. de Casembroot was a member of the States General (not to be confused with Vice-Admiraal F. de Casembroot) who, at the end of 1882, presented to the government a special Nota drawing attention to the signs of demoralisation which had appeared in the Netherlands Indies Army as a result of the false situations in which the Atjeh army had been placed under the civil administration — ernstig feit (“a serious fact”) which he thought the government ought to be made to attend. As Verstege records, the Minister of Colonies de Brauw kept denying that demoralisation in a counter-memorandum — a denial maintained, in Verstege’s prediction, “after the old system, certainly still in the year 1886”. De Casembroot also took part, with Rutgers van Rozenburg, Insinger and Wintgens, in the interpellation of 16 November 1882 over the worrying state of Atjeh.
