Governor Van Hoogenheim was the Dutch colonial governor who corresponded with Colonel De Salve regarding the conduct of the anti‑rebellion campaign in the Wikkie‑kreek region. In a letter dated 28 February 1765, he expressed conditional support for De Salve’s use of former rebels Accara and Gouffarie, while insisting on impartial judicial oversight.

Van Hoogenheim ordered the dispatch of a fiscal and impartial judges from the Netherlands to address the legal vacuum at the Hof van Politie en Justitie.
