The Korps Ingenieurs, Mineurs en Sappeurs (Engineers, Miners and Sappers Corps) was the engineers branch of the Dutch army from its organisation in the early nineteenth century until its reorganisation in 1881 into the Korps Genietroepen (Engineer Troops Corps) for the combatant element and the Korps Ingenieurs (Engineers Corps) for the staff element. The Korps was the parent body of the Bataillon Mineurs en Sappeurs — the combatant engineer battalion that supplied the sapper companies for the Atjeh-oorlog — and of the Staf der Genie at the various stellingen (engineer districts) of the Netherlands. Its officers served alternatingly with the staff (Korps Ingenieurs) and with the battalion (Bataillon Mineurs en Sappeurs), and were trained at the Koninklijke Militaire Academie at Breda, with an additional applicatiecursus after 1872. The Korps counted among its officers a number of figures who rose to high command, including J. H. Kromhout (aanst. 1856), W. Rooseboom (1861), W. Cool (1869), and — most notably — Generaal C. J. Snijders, who served as a young Tweede Luitenant in the Bataillon Mineurs en Sappeurs at Kota Radja in 1874–1875 and rose to be Opperbevelhebber van Land- en Zeemacht in 1914–1918.
Organisation
The biographer Van den Berg gives a compact account of the organisation of the Korps in the 1870s, in a footnote to his account of Snijders’s 1870 detachment:
“Het Korps Ingenieurs, Mineurs en Sappeurs […] bestond uit het Korps Ingenieurs (later Staf der Genie geheeten) — van waar ook de aanduiding als luitenant-ingenieur, kapitein-ingenieur, enz. — en het Bataillon Mineurs en Sappeurs (in 1881 gereorganiseerd tot Korps Genietroepen). Het Korps Ingenieurs verzorgde den bouw, de verbetering en het onderhoud van en het beheer over de onroerende eigendommen van het Departement van Oorlog als kazernes, hospitalen, magazijnen en andere militaire gebouwen; vestingen, forten en andere versterkingen; inundatiemiddelen; oefeningsterreinen; enz. Daartoe was het grondgebied van het Rijk verdeeld in een aantal stellingen (na 1875 Genie-Commandementen geheeten), welke op haar beurt waren onderverdeeld in eerst-aanwezendschappen. […] Het Bataillon Mineurs en Sappeurs (Korps Genietroepen), tot 1873 te Nijmegen en vervolgens te Utrecht in garnizoen, was het troepenkorps, waaruit aan het gemobiliseerde leger de daarvoor benoodigde compagnies technische troepen — aanvankelijk alleen mineurs en sappeurs (de latere pioniers), weldra ook spoorweg- en telegraaftroepen — zouden worden toebedeeld. De officieren van het wapen dienden in de onderscheidene rangen afwisselend bij de twee genoemde onderdeelen […].”
The Korps in the Aceh War
The Atjeh-oorlog drew a steady stream of engineer officers from the Korps to the Nederlandsch-Indisch Leger. The call for volunteer officers for the second Aceh expedition in May 1873 drew applications from four engineer officers, of whom the youngest was Snijders; by KB of 10 June 1873 No. 33 the four were selected and detached to the Nederlandsch-Indisch Leger. Snijders served with the Compagnie Mineurs en Sappeurs at Kota Radja from 8 November 8 November 1874 to 4 August 4 August 1875, and was decorated with the Ridderkruis der Militaire Willemsorde 4th class for his engineer work at Kota Alam, Missigit Longbatta, Lamara Olejlo, Mandarsah Poetih, and Pungej Blang Tjoet.
The Korps’ combatant element in Atjeh — the Compagnie Mineurs en Sappeurs at Kota Radja — was, like most of the engineer establishment in Atjeh, commanded by infantry officers on temporary detachment for want of trained engineer officers; in November 1874 the company was commanded by Eerste-Luitenant Van den Blijck (infantry) with Eerste-Luitenant Bartelds (infantry) as second-in-command, under the supervising engineer officer Majoor der Genie W. J. C. Leers.
The “Merkwaardigerwijze Allen” Line of Engineer-Staff Officers
Van den Berg records that the Korps produced, “merkwaardigerwijze allen bij het wapen aangekomen binnen een tijdsbestek van 16 jaar,” a line of five engineer officers who, against the general tendency of the Korps (which was averse to its officers pursuing the strategisch-tactische richting), devoted themselves to the staff side and rose to important functions in the Generalen Staf: Kromhout (aanst. 1856), K. Eland (1858), Rooseboom (1861), and Cool (1869). Of these, Eland and Cool later became Minister of War, and Rooseboom became Governor-General of Nederlandsch-Indië. Snijders, who became Sous-Chef (1908) and Chef (1910) of the Generalen Staf without ever having attended the Hoogere Krijgsschool, was the fifth and last of this line.
