The Delama-benden were the armed bands which, according to the Minister of Colonies J. T. Cremer speaking in the Tweede Kamer on 16 November 1897, had streamed together in the Tanawaqt and in the VII Moekims of the Pedir country, and whose expulsion was the object of the Segli expedition of August 1897.
In the debate of 1897
Cremer’s statement was: “Daar heeft men denzelfden toestand ongeveer als in het Pedirsche; de vorsten aan de kust zijn ons niet vijandig gezind, maar zij zijn niet krachtig genoeg om de in de Tanawaqt of in de VII moekims samengestroomde Delama-benden te verjagen, en daarom heeft de expeditie naar Segli plaats gehad; niet om Segli zelf te nemen, maar wel om de vijandelijke benden uit de moekims Pakan Baroe en Pokan Soth te verjagen.”
Significance
The Delama-bands illustrate the political structure on which the Dutch coastal policy rested and by which it was frustrated. Under the declarations of the coastal princes the rulers of the landschappen had recognised Dutch sovereignty; but, as Cremer conceded in the same debate, “jammer maar, dat deze hoofden niet voldoende gezag kunnen uitoefenen op hunne onderdanen.” — a pity only that these chiefs cannot exercise sufficient authority over their subjects. The bands operated in territories nominally friendly, and Dutch expeditions were therefore presented not as conquests but as assistance to allied chiefs unable to police their own districts.
Cremer used the same structure to answer the demand for a commission of enquiry, observing that the struggle had no single leader but leaders — “wij hebben op Atjeh te doen met benden over het geheele land verspreid. Aan de eene zijde heeft men b.v. Toekoe Oemar, aan de andere Panglima Polim en vele anderen. Dezer dagen hebben wij nog gehoord van een aanval in Edi onder aanvoering van Nja Mamat Perlak.” — in Atjeh we have to do with bands spread over the whole country. On the one side one has, for instance, Toekoe Oemar, on the other Panglima Polim and many others.
