The Oeléebalang tjoet — also written oelébalang tjoet — was the sub-chief of a moekim or other subdivision of an Atjehnese landschap, subordinate to the oeléebalang. The word tjoet means small; the oeléebalang tjoet is thus the small oeléebalang or sub-chief. The institution is the lower level of the Atjehnese territorial chieftaincy, and the principal intermediary between the oeléebalang and the kepala kampong (village-head). Mohamad Ali Alamsjah was oeléebalang tjoet of Djeumpa, a sub-district within the landschap of Peusangan, under his brother the oeléebalang Mohamad Djohan Alamsjah. The Atjesch internaat at Kota Radja, founded in 1922, was in Broersma’s time still a prominent institution: an oeléebalang tjoet could have his children admitted, but they did not yet come.
