Account in du Croo’s Generaal Swart (1943)
Article 43 of the Instructie voor den Gouverneur-Generaal of 1855 declared that the right of self-government left by agreement to native princes or peoples did not exclude the obligation to promote the welfare of the country, to govern with justice, to prevent piracy and the slave trade, and to protect agriculture, industry, trade and shipping — an obligation which, du Croo wrote, remained until the turn of the century “mere words”.
