Aneu’ Gle is a mukim (parish-district) of the XXII Mukims, the Sagi of the three sagis which was headed hereditarily by Panglima Polem. It is mentioned by C. Snouck Hurgronje in Vol. I as one of a series of mukims that, in defiance of the general rule of single chieftainship, had formed a joint judicial union with neighbouring districts.
Such unions, Snouck explains, were a means by which smaller mukims or fragments of mukims emancipated themselves from the control of the uleebalang to whom they were nominally subordinate. The example given for Aneu’ Gle is its combination with “another part of Lam Ara and Jrue’” — that is to say, an already divided Lam Ara contributed one of its sections to a tripartite alliance with Aneu’ Gle and Jrue’, presumably for the joint exercise of judicial and adat authority.
This phenomenon is significant for the institutional history of Achehnese government, since it shows that the formal structure of the sagi — composed of a fixed number of mukims each under its own imeum or uleebalang — was in practice modified by local arrangements dictated by convenience, kinship, or feud. Comparable unions cited by Snouck in the same passage include Lam Lheue, Lam Kra’, Krueng Ma’ and Ateue’ on the one hand, and Sibree, Ba’et and part of Lam Ara on the other.
Aneu’ Gle’s place in the Sagi of the XXII Mukims — the highland (ureueng tunong) division of Great Acheh — also connects it with the broader distinction, drawn in Vol. I, between the upland speech and manners of the XXII Mukims and the more lowland and capital-oriented culture of the two remaining sagis.
