The Vice-President van den Raad van Indië — the Vice-President of the Council of the Indies — was the envoy sent to Atjeh in 1873 as Regeeringscommissaris to put the Dutch demands to the sultan, and whose mission H. van Kol described in the Tweede Kamer on 16 November 1897 as making war inevitable.
Van Kol’s characterisation
“Wat moet men anders dan oorlog verwachten,” — What else than war must one expect, Van Kol asked, “van eene zending, als die van den Vice-President van den Raad van Indië, een persoon die den Sultan antipathiek was, daar hij het tractaat van Siak had gesloten met een oproerigen vasal, waarbij den Sultan weer een stuk land werd ontnomen. En deze moest aan den ouden Vorst van een land, dat gedurende eeuwen zijne onafhankelijkheid wist te handhaven, aan den Sultan van een volk dat geen enkel gezag duldde, den eisch stellen van binnen 24 uur de Souvereiniteit van zijn erfvijand den Koning der Nederlanden te erkennen!”
Van Kol added that the ships lay ready, and that although the time allowed the sultan for his answer ran to 29 March as ultimatum, the bombardment of the coast and the shooting down of the population began already on 27 March 1873. “Op schromelijk lichtvaardige wijze is tot den oorlog besloten, op onverantwoordelijke wijze was hij voorbereid.” — In a shockingly frivolous manner the war was decided on; in an irresponsible manner it was prepared.
Significance
The choice of envoy is presented in Van Kol’s argument as the decisive instance of Dutch misjudgement: the man sent to secure a peaceful recognition of sovereignty was the author of the very treaty by which the sultan had most recently been deprived of territory, and therefore the man least likely to be heard. The instructie he carried contained, Van Kol noted, no mention of piracy at all, but only of the fear of the interference of foreign powers.
