J. C. Jansen was the Dutch minister van marine in the late 1880s who advocated for a comprehensive reorganisation of the Korps Mariniers. He presented a reform plan to the Staten‑Generaal, which aimed to reduce the fragmented structure of the corps and to prevent its eventual abolition.
His proposal was initially rejected by the Tweede Kamer, but elements of his plan were later adopted in the Koninklijk Besluit van 5 Maart 1895, which reduced the number of captains and non‑commissioned officers.
