The Establishment of the post at Tjot Goeë on 8 August 1893 was the first act of the Dutch outpost policy beyond the geconcentreerde linie in Groot-Atjeh, undertaken after Toekoe Oemar had cleared the whole of the IX Moekims of the Moslemin.
Circumstances
G. B. Hooijer recorded that neither the road running along and over the bare hills of the IX Moekims nor the post of Tjot Goeë existed when Oemar first drove the Moslemin thither. Die post werd eerst opgetrokken op den 8sten Augustus 1893, toen de geheele IX Moekims door Toekoe Oemar van vijanden gezuiverd waren — the post was first raised on 8 August 1893, when the whole of the IX Moekims had been purged of enemies by Toekoe Oemar.
The date was placed by Hooijer one month before Oemar’s submission to Dutch authority was accepted and before the dignity of Panglima Prang Besar was conferred on him under the name Toekoe Djohan Pahalawan. The post thus marks the point at which the alliance became a matter of Dutch military occupation rather than of Achehnese action alone.
Consequences
The road along the hills was constructed later, when the garrison of Boekit Daroe was transferred to Biloel on 20 May 1894. Tjot Goeë became the northern anchor of the southern group of posts, with Biloel to the south and Lam Koenjit between them from 4 July 1894; it was the only post of that group retained as a permanent fortification after April 1895, om te voorkomen dat de vijand er weder een tweede Kaloet zou oprichten.
