The Dutch marine expulsion of Atjehers from Langkat (1866) — the Netherlands-Indies naval intervention that ended the Atjehnese exactions in the Langkat territory and drove the Atjehers back into their own territory — was, in the Encyclopaedisch Bureau’s survey of the Outer Possessions, the closing act of the Atjehnese overlordship over the East Coast. Undertaken in the year following the Dutch subjugation of Asahan and four years after the 1862 Langkat appeal to Siak, the intervention transformed the East Coast statelets from Atjehnese tributaries into Dutch-protected polities, and prepared the ground for the 1878 transfer of Langkat’s Tamiang rights.

Background: the vexaties der Atjehers

The intervention of 1866 was undertaken against a background of more than a decade of Atjehnese exactions in the Langkat territory. The 1854 reimposition of Atjehnese overlordship over Langkat, Deli and Serdang had been, the Bureau records, a de facto exercise of Atjehnese power sustained by coercion. The 1862 appeal of the Radja of Langkat to Sultan Tongkoe Ismail of Siak — made “de onderdrukking door Atjeh moede” — “weary of the oppression by Atjeh” — had set in motion the Dutch response. The Netscher mission of 1862 had secured the recognition of Siak overlordship (and hence Dutch protection) by Langkat, Deli, Serdang and several smaller polities; the subjugation of Asahan in 1865 had completed the process for the most southerly statelets. The Atjehnese presence in Langkat was, however, still an active reality, sustained by the coercive apparatus that the Atjehers had built up over the previous decade.

The intervention

The Bureau records the intervention in a single, dense sentence: “Tevens werd in het daarop volgend jaar door optreden onzer Marine een einde gemaakt aan de vexaties der Atjehers in het Langkatsche, die daardoor naar hun eigen gebied werden teruggedreven” — “At the same time, in the following year 1866, by the action of our Navy an end was made to the vexations of the Atjehers in the Langkat territory, who were thereby driven back to their own territory.” The Bureau does not enumerate the vessels or units involved, but its characterisation of the Atjehnese presence as “vexaties” — “vexations, exactions, harassments” — signals the coercive nature of the Atjehnese apparatus that the intervention dismantled.

The establishment of Langkat’s rights over Poeloe Kompai and Tamiang

The 1866 intervention was immediately followed by the formal establishment of Langkat’s rights over Poeloe Kompai (in the Aroebaai) and Tamiang. The Bureau records: “terwijl de rechten bevestigd werden van Langkat op Poeloe Kompai (in de Aroebaal) en Tamiang, dat echter sedert 1878 van Langkat afgescheiden en in 1908 bij Atjeh gevoegd is” — “while the rights of Langkat on Poeloe Kompai (in the Aroebaai) and Tamiang were confirmed, which [Tamiang] however, since 1878, was separated from Langkat and, in 1908, attached to Atjeh.” The 1866 settlement of Langkat’s rights over Tamiang thus contains, in germ, the 1878 transfer of Langkat’s Tamiang rights and the 1908 attachment of Tamiang to Atjeh that would, four decades later, transfer the Tamiang valley from the Oostkust to the Gouvernement Atjeh en Onderhoorigheden.

Significance

The 1866 intervention is, in the Encyclopaedisch Bureau’s survey, the closing act of the centuries-long Atjehnese overlordship of the East Coast. The intervention transforms Langkat, Deli and Serdang from Atjehnese tributaries into Dutch-protected polities, and it sets the seal on the 1862 Langkat appeal and the 1865 subjugation of Asahan. The intervention is also, in the longer perspective, the immediate prelude to the Atjeh-oorlog of 1873: the Atjehnese sultanate’s loss of its East Coast tributaries, sealed by the 1866 intervention, was one of the principal grievances that would, in the early 1870s, contribute to the breakdown of Dutch-Atjehnese relations.
