The Zelfbestuursbesluit of 15 July 1917 (Bireuen veemantri) — printed in the 1930 compilation of Zelfbestuursverordeningen Atjeh en Onderhoorigheden as Regulation No. 20 — is the instructie (instruction) for the veemantri’s (veterinary mantri’s [petty officials]) — the indigenous veterinary assistants of the veeartsenijkundige dienst (veterinary service) — in the zelfbesturende landschappen (self-governing territories) of the onderafdeeling (subdivision) Bireuen in the afdeeling Noordkust van Atjeh (North Coast district of Atjeh) of the Gouvernement Atjeh en Onderhoorigheden, issued jointly by the three oeleebalang (territorial chiefs) of the onderafdeeling — those of Samalanga, Peusangan, and Gloempang-doea — “in overleg met den besturenden ambtenaar der onderafdeeling Bireuën” (in consultation with the administering official of the subdivision Bireuën) and approved by the Gouverneur van Atjeh en Onderhoorigheden (Governor of Atjeh and Dependencies). The regeling (regulation) — formally a Zelfbestuursbesluit (self-government decision) rather than a verordening (ordinance) in the strict sense, since its object is the instructie (the standing instructions for the veemantri’s) rather than a substantive verordening binding on the anak negeri (subjects) — established the operational framework for the colonial veterinary service in the zelfbesturende landschappen of Bireuën, fixing the veemantri’s subordination to the Gouvernements Veearts (Government Veterinarian), his duties of toezicht (supervision) on the veestapel (cattle-stock), his reporting obligations, his accountability for the goods and instruments entrusted to him, and his agenda- and dagboek-keeping (agenda- and daybook-keeping). The closing note of Gelijke Besluiten (Parallel Decisions) extends the parallel instructie-regelingen to the overige landschappen in het gewest (the remaining territories in the region) — the rest of the gewest’s landschappen — issued in the months March through July 1917 and approved by the Gouverneur, with the dag der vaststelling en die der goedkeuring niet bekend (the date of establishment and that of approval unknown).
The regulation’s place in the compilation
Reg. No. 20 occupies pp. 124–127 of the printed book, opening the compilation’s veemantri-cluster — the only regulation in the compilation addressed specifically to the establishment of a colonial veterinary-service instructie. The compilation’s Inhoud (table of contents on pp. V–VII) lists Reg. No. 20 as the twentieth numbered regulation under the Landbouw, Nijverheid en Handel (Agriculture, Industry and Commerce) heading, with the descriptive title — as garbled in the OCR but reconstructible:
“ZELFTEESTUURBBESUITT van 15 Jull 1917 houdende vaststelling van een Instructie voor de mantri’s bij den veeartsenijkundigen dienst in de zelfbesturende landschappen in de onderafdeeling Bireudn. (Geheele gewest).”
The “(Geheele gewest.)” (entire region) notation in the Inhoud signals that the veemantri-instructie was extended — via the closing note of Gelijke Besluiten — to the entire gewest of the Gouvernement. The three oeleebalang of Bireuën — “Kami pemerentah sendiri dalam landschap jang terseboet: Samalanga, Peusangan en Gloempang Doea pada onderafdecling Bireuen dari afdeeling Noordkust van Atjeh” / “Wij Zelfbestuurders van de landschappen, respectievelijk: Samalanga, Peusangan en Gloempang Doea der onderafdeeling Bireuën van de afdeeling Noordkust van Atjeh” — are the signatories of the regulation. The three oeleebalang of Samalanga, Peusangan, and Gloempang-doea are the same three territorial chiefs whose landschappen jointly issued Reg. No. 14 (the heerendienst-regeling of 18 August 1928).
The instructie form
The regeling’s instructie form — its character as a Zelfbestuursbesluit establishing an instructie rather than a substantive verordening — is signalled by the regulation’s title: “houdende vaststelling van een Instructie voor de mantri’s bij den veeartsenijkundigen dienst” — “establishing an Instruction for the mantri’s of the veterinary service”. The recital grounds the regeling in the wenschelijkheid (desirability) of fixing the veemantri’s taak (task):
“Telah ditimbang bahasa perloe menetapkan peratoeran mantria hewan didalam jang menoendjoekkan kewadjibannja”
— “Whereas it is needful to establish a regulation on the animal-mantri that shows his duties.” The Dutch parallel-column recital reads:
“Overwegende, dat het gewenscht is ten behoeve van de mantri’s bij den veeartsenijkundigen dienst eene instructie vast te stellen ter omschrijving van hun taak.”
The vaststelling-formula (establishment-formula) records the overleg (consultation) with the besturenden ambtenaar der onderafdeeling Bireuën: “Dengan sepakat pemerentah onderafdeeling Bireuën ditetapkan seperti dibawah ini peratoeran instructie boeat mantri² hewan dalam landschap jang terseboet di atas ini” / “In overleg met den besturenden ambtenaar der onderafdeeling Bireuën. Vast te stellen de navolgende instructies voor de mantri’s bij den veeartsenijkundigen dienst in de landschappen voornoemd” — the regulation was issued in consultation with the local Dutch civil administrator of the onderafdeeling Bireuën. The instructie form thus differs from the substantive verordening form in two ways: the instructie is binding on the veemantri’s (the colonial-service personnel) rather than on the anak negeri, and the instructie fixes the taak (the task / job-description) rather than the substantive legal rules.
The veemantri’s role
The substantive provisions of Reg. No. 20 are set out in nine articles (Fatsal in Malay, Artikel in Dutch) that fix the veemantri’s subordination, duties, reporting obligations, accountability, and agenda- and dagboek-keeping. Fatsal 1 fixes the subordination: “Pekerdjaan daripada mantri hewan haroes diatoerkan oleh kepala pembesar negeri dengan persamaan pertimbangan dari Goobernemen veearts” / “De werkzaamheden van de veemantri’s worden in overleg met den Gouvernements Veearts geregeld door het Hoofd van Gewestelijk Bestuur” — the veemantri’s work is regulated by the Hoofd van Gewestelijk Bestuur (Head of Regional Administration) in consultation with the Gouvernements Veearts (the government veterinarian). Fatsal 2 fixes the technical and administrative subordination: “Mantri hewan adalah dibawah perentah Goebernomen veearts dalam hal pekerdjaan technique en administratie (memboeat boekoekoe atau soerat) dan adalah terbilang haroes mengikoet dengan telih- segala perentah dan pertoendjoekkan dari Gonv. Veearts” / “De veemantri’s zijn in technische en administrative aangelegenheden rechtstreeks ondergeschikt aan den Gouvernements Veearts en gehouden de hun door dezen ambtenaar gegeven bevelen en aanwijzingen, stipt op te volgen” — the veemantri’s are, in technical and administrative matters, directly subordinate to the Gouvernements Veearts, and bound strictly to follow the orders and instructions given by that official.
Fatsal 3 fixes the toezicht (supervision) duties: the veemantri’s exercise regular supervision in their ressort (district) on the gezondheidstoestand van den veestapel (the health-condition of the cattle-stock) in general, and on the handhaving der verordeningen en regelingen in het belang van den gezondheidstoestand en de maatregelen ter verbetering van den veestapel (the maintenance of the regulations and arrangements in the interest of the health-condition and the measures for the improvement of the cattle-stock). They are to conduct themselves in this “naar de aanwijzingen van den Gouvernements Veearts” (according to the instructions of the Gouvernements Veearts). Fatsal 4 fixes the veemantri’s duty of immediate local investigation on report of cattle-disease: “Wanneer door Europeesche of Inlandsche bestuursambtenaren aan de veemantri’s gevallen worden medegedeeld van veeziekten met een snel duidelijk verloop of die vermoed worden van een besmettelijken aard te zijn, stellen zij terstond zonder een opdracht af te wachten plaatselijk onderzoek in” — when European or indigenous civil administrators report to the veemantri’s cattle-diseases with a rapid clear course or that are suspected to be of an infectious nature, they shall at once, without waiting for an order, conduct a local investigation. Fatsal 5 fixes the reporting duty: “Van alle ziekte-gevallen, waarvan zij vermoeden dat zij van besmettelijken aard zijn, geven zij onverwijld kennis, zoowel aan den Gouvernements Veearts als aan de bestuursambtenaren in hun ressort” — of all disease-cases of which they suspect an infectious nature, they give immediate notice, both to the Gouvernements Veearts and to the civil administrators in their ressort.
Fatsal 6 fixes the correspondentie (correspondence) duty: “Het is hun alleen geoorloofd dienstcorrespondentie te voeren met den Gouvernements Veearts en den bestuursambtenaar in hun ressort. Deze correspondentie zal zich bepalen tot het geven en vragen van inlichtingen betreffende hunne dienstwerkzaamheden” — they are only permitted to conduct service-correspondence with the Gouvernements Veearts and the civil administrator in their ressort, and this correspondence shall be confined to giving and seeking information concerning their service-activities. Fatsal 7 fixes the accountability: “De veemantri’s zijn verantwoordelijk voor de hun van bestuurswege in gebruik afgestane goederen, instrumenten en gereedschappen, welke artikelen behoorlijk geïnventariseerd moeten worden” — the veemantri’s are accountable for the goods, instruments, and tools issued to them by the government, which articles must be properly inventoried. Fatsal 8 fixes the agenda- and dagboek-keeping: the veemantri’s keep an agenda of the documents received and sent (which must be collected annually into a bundle), and they keep a dagboek (daily journal) in which they record their daily activities. The dagboeken must be written on half-sheets and submitted at the end of each month for visering (inspection) to the European civil administrator in whose ressort their post is located. Fatsal 9 fixes the overgave (handover) duty: “Bij overplaatsing of ontslag, geven zij de bij hen in verantwoording toebehorende goederen, instrumenten en gereedschappen en het archief over aan den besturenden ambtenaar van hun ressort” — on transfer or dismissal, they hand over the goods, instruments, and tools, and the archive, that belong to their accountability, to the civil administrator of their ressort.
Application to the entire gewest
The veemantri-instructie of 15 July 1917 was extended to the entire gewest of the Gouvernement through the closing note of Gelijke Besluiten on p. 127 of the printed book:
“GELIJKE BESLUITEN zijn vastgesteld in de maanden Maart tot en met Juli 1917 voor de overige landschappen in het gewest. Deze verordeningen zijn goedgekeurd door den Gouverneur. De dag der vaststelling en die der goedkeuring zijn niet bekend.”
— “Parallel decisions were established in the months of March through July 1917 for the remaining landschappen in the gewest. These regulations were approved by the Gouverneur. The date of establishment and that of approval are not known.” The veemantri-instructie was thus extended across the entire gewest — every onderafdeeling of the Gouvernement received its parallel instructie for its veemantri’s in the months from March to July 1917, establishing a unified colonial veterinary-service framework across all zelfbesturende landschappen of Atjeh. The compilation’s note that the dag der vaststelling en die der goedkeuring zijn niet bekend — the date of establishment and that of approval are not known — reflects the comparative-table practice of the compilation: where the originating regeling’s dates were known (Bireuën: 15 July 1917), the parallel regelingen’s dates were often not recorded in the compilation’s records, and were simply noted as niet bekend (unknown).
Significance
The Zelfbestuursbesluit of 15 July 1917 (Bireuen veemantri)‘s significance in the Aceh Wiki History record rests on four things: it was the instructie (instruction) for the veemantri’s (veterinary mantri’s) of the veeartsenijkundige dienst (veterinary service) in the zelfbesturende landschappen of the onderafdeeling Bireuën, issued jointly by the three oeleebalang of Samalanga, Peusangan, and Gloempang-doea “in overleg met den besturenden ambtenaar der onderafdeeling Bireuën” and approved by the Gouverneur van Atjeh en Onderhoorigheden — the basis for the colonial veterinary service in Atjeh; it was the regulation whose nine-article instructie structure — Fatsal 1 subordination to the Hoofd van Gewestelijk Bestuur in consultation with the Gouvernements Veearts, Fatsal 2 technical-and-administrative subordination to the Gouvernements Veearts, Fatsal 3 toezicht on the veestapel, Fatsal 4 immediate local investigation of suspected infectious cattle-disease, Fatsal 5 reporting of suspected infectious cases to the Gouvernements Veearts and the civil administrators, Fatsal 6 correspondentie confined to the Gouvernements Veearts and the civil administrator, Fatsal 7 accountability for goods and instruments, Fatsal 8 agenda- and dagboek-keeping, Fatsal 9 overgave on transfer or dismissal — fixed the operational framework for the colonial veterinary service in the zelfbesturende landschappen; it was the regulation whose closing note of Gelijke Besluiten extends the veemantri-instructie to the overige landschappen in het gewest — the rest of the gewest’s landschappen — issued in the months March through July 1917 and approved by the Gouverneur, with the dag der vaststelling en die der goedkeuring niet bekend; and it was the regulation that is the only entry in the compilation addressed specifically to the establishment of a colonial veterinary-service instructie, and that — by its instructie form rather than its verordening form — most clearly illustrates the Zelfbestuur’s role in the operational employment of colonial-service personnel: the oeleebalang legislating, in their own Malay, the instructie for the veemantri’s of the veeartsenijkundige dienst, while the Gouvernements Veearts supplied the technical supervision. Reg. No. 20 is, in this sense, the operational foundation of the colonial veterinary service in Atjeh — the instructie that fixed the veemantri’s subordination, duties, reporting obligations, and accountability, and that was extended across the entire gewest through the parallel besluiten of March–July 1917.
