Seal of the Nine Circles is a subject named in General Swart, Pacifier of Atjeh (1943) by M. H. du Croo, in connection with the history of Atjeh and the governorship of H. N. A. Swart.

On 1 June 1898 the resistance centre Garot, where the pretender-sultan had gathered with Teukoe Oemar, Panglima Pòlém and Teungkoe di Tjòt Plieng, fell to van Heutsz’s storm. In February 1911 the marechaussée surprised the hiding-place of “den langgezochten panglima (“war-leader”) van den ex-pretendent sultan, Keutjhi’ Saman,” who fell with three adherents in the Meergebied. The seal of the sultan — the seal of the nine circles — was used to appoint T. Tjhi’ Toenòng genuine oelèëbalang of Keureutòë.

Administrative errors committed in 1899 excluded Teukoe Tjoet Moehamat, son of the oelèëbalang and rightful heir to the succession, from the oelèëbalangschap; his half-brother T. Tjhi’ Béntara became oelèëbalang instead. Tjoet Moehamat became a resistance leader and was recognised by the sultan as the genuine oelèëbalang of Keureutòë, with an appointment sealed with the seal of the nine circles; he took the title T. Tjhi’ Toenòng, “of the upper districts,” while the “false” chief below became “van geen beteekenis meer” for the population.
