The new course brought, in accordance with Swart’s views, immediate redress where possible: the unlawfully withheld incomes were paid out, as were the securities wrongly deposited in the wegenfonds (road fund); the oelèëbalangs were supported and gradually returned to their gampongs; rice and seed-padi were supplied at the administration’s expense, as were advances on a generous scale for the purchase of plough cattle.
