The Locèng was the simple irrigation-work of the Atjehnese rice-cultivation, by which water was brought to the sawahs without the construction of a wadoek (dam). Broersma contrasts the locèng favourably with the great public-works of the B.O.W.: ‘het Nederlandsch gouvernement slaat met zulke werken in de oogen van den Atjeher, van den ontwikkelden vooral, een gek figuur; hij vindt dan zijn eigen eenvoudig bevloeiiingswerk, zijn locèng, waardoor wel water komt, beter.’ The locèng is the type of the small, cheap, people’s irrigation-work, in contrast to the expensive and often useless public-works of the early civilian period.
