Hasil-reglement was the regulation of 15 January 1902 (gouverneurs Bt. N°. 10 K), effective 1 April 1902, governing the collection of import and export duties (in- en uitvoerrechten) for and on behalf of the hoofden (chiefs) in the Onderhoorigheden, on the basis of the customs territory (tolgebied) tariff.

The 1902 regulation

The Hasil-reglement of 1902 established the system under which the Onderhoorigheden chiefs collected import/export duties on behalf of the Government, receiving a share of the proceeds. The regulation was based on the customs territory tariff that applied in the rest of the Dutch East Indies.

Van Daalen’s reform (1905)

The Hasil-reglement was modified by Bt. 23 October 1905 N°. 86, issued by governor Van Daalen, which treated Gouvernementsbestuursvestigingen as Gouvernementsgrondgebied and thereby deprived landschapshoofden of rights-shares on goods consumed there. This reform disadvantaged the hoofden of harbour-landschappen.

Swart’s restoration (1908)

The Hasil-reglement was restored by governor Swart’s Bt. 30 June 1908 N°. 55, effective 1 July 1908, with ƒ345,288 total restitution — ƒ163,450 in direct damages and ƒ181,838 in withheld income and warranty — to the landschapshoofden who had been disadvantaged by Van Daalen’s reform.

The tolgebied (1910)

The Onderhoorigheden were incorporated into the Gouvernements tolgebied (customs territory) on 1 May 1910 (Stbl. N°. 248), with schadeloosstelling (compensation) of ƒ10,990 to Inlandsche Zelfbestuurders and hoofden (Bt. 14 April 1910 N°. 5). Exception: the vrijgebied Poelö Wè.
