In 1864 the Raad van Nederlandsch-Indië took a broader and stronger view than the Government of the day, determining “that without incorporation of territory no lasting peace was possible in the outlying communities, that the so-called punitive expeditions could never lead permanently to the goal and were moreover harmful in every respect”.
