De Gebroeders van Cleef — the Brothers van Cleef — was the ‘s-Gravenhage (The Hague) publishing house that issued, in 1893 alone, two of the principal colonial-policy tracts on the Atjeh-oorlog: Hoe Atjeh te onderwerpen by W. A. Coblijn, gepensionneerd Kolonel van het Oost-Indisch Leger — printed by Ruigrok & Co. at Haarlem — and De onderwerping van Atjeh by J. B. van Heutsz, Majoor der Infanterie, gewezen Chef van den Staf in Atjeh en Onderhoorigheden — co-published with G. Kolff en Co. of Batavia. The firm’s place on the title pages of both 1893 tracts is the principal trace of De Gebroeders van Cleef in the Aceh Wiki History record.
The ‘s-Gravenhage publishing house
De Gebroeders van Cleef was a Hague-based publishing firm — te ‘s GRAVENHAGE, as the title page of the 1893 Van Heutsz tract prints it. The Hague was, in the late nineteenth century, the metropolitan seat of Dutch colonial administration: the Ministerie van Koloniën was housed there, the Indisch Genootschap met there from 1864, and the colonial-policy press — the Indische Gids, the Tijdspiegel, the Militairen Spectator — was largely edited and printed in the Hague and in nearby Leiden. A Hague publishing house specialising in colonial-policy pamphlets and tracts — the kind of firm that would issue a tract by a serving Major of Infantry, formerly Chief of Staff in Atjeh, on the failure of twenty years of Dutch policy in the Atjeh-oorlog — was, in the publishing ecology of the 1890s Netherlands, the natural counterparty for an author like Van Heutsz.
A copy of the Coblijn pamphlet was stamped as belonging to the Bibliotheek van de 2de Kamer der Staten-Generaal (Library of the Second Chamber of the Staten-Generaal) and preserved in the parliamentary library at The Hague — the same institutional readership (the Tweede Kamer, the colonial-policy press, the Indisch Genootschap) to which both 1893 tracts were addressed.
Coblijn’s Hoe Atjeh te onderwerpen (1893)
The Coblijn pamphlet was the war-critical treatise in which the management of the Atjeh-oorlog by politics was indicted and a detailed programme for the subjugation of Atjeh was set out. Printed by Ruigrok & Co. at Haarlem, the work was issued by De Gebroeders van Cleef in the same year as the Van Heutsz tract — the two works together constituting a small 1893 sub-genre of Hague-published colonial-policy tracts diagnosing the failure of twenty years of Atjeh policy.
Co-publication with G. Kolff en Co. of Batavia (the Van Heutsz tract)
The title page of the 1893 Van Heutsz tract names the two co-publishers in a single breath — DE GEBROEDERS VAN CLEEF te ‘s GRAVENHAGE / G. KOLFF en Co. te BATAVIA — and the verso of the title page repeats the dual imprint in the formal publication line: DE GEBROEDERS VAN CLEEF / G. Kolff en Co. / 1893. / BATAVIA. The arrangement was a metropolitan-colonial co-publication: De Gebroeders van Cleef, in the Hague, served the Dutch metropolitan readership — the parliament, the press, the Indisch Genootschap, the colonial-policy public — while G. Kolff en Co. of Batavia served the colonial-Indies readership, civil and military, that was directly engaged in the Atjeh-oorlog. The dual imprint made the tract simultaneously available in the metropole and in the colony, and is the arrangement by which the work of a serving colonial officer could be made to circulate in both contexts at once. The tract opens with Van Heutsz’s appeal that “De Atjeh-oorlog knaagt aan ons Koloniaal bezit, hij moet eindigen. Laten wij eindelijk aan de beschaafde wereld toonen, dat wij daartoe in staat zijn” (The Atjeh-war gnaws at our Colonial possession; it must end. Let us finally show the civilised world that we are capable of it).
Significance
De Gebroeders van Cleef’s significance in the Aceh Wiki History record is bibliographic and contextual. The firm is the metropolitan publisher of two of the most important colonial-policy tracts on the Atjeh-oorlog printed in the Netherlands in 1893 — Coblijn’s Hoe Atjeh te onderwerpen and Van Heutsz’s De onderwerping van Atjeh — the latter being the tract in which Van Heutsz set out the diagnosis of twenty years of failed policy that would, within a decade, prepare his own elevation to the Governorship of Atjeh and, ultimately, to the Governor-Generalship of the Dutch East Indies. The dual De Gebroeders van Cleef / G. Kolff en Co. imprint is also the standard bibliographic marker by which the 1893 first edition of De onderwerping van Atjeh is identified — the marker cited on the title page and reconstructed, with the OCR-noise typical of the 1893 tract’s page-scan, in the Aceh Wiki History source record.
