On 9 July 1906, under article 43 of the Reglement op het beleid der Regeering in Nederlandsch-Indië, he was temporarily charged with effect from 3 September 1906 with the civil and military authority in the Gouvernement Celebes en Onderhoorigheden, at 1,500 guilders a month, with the title of Civiel en Militair Gouverneur van Celebes en Onderhoorigheden and simultaneously Military Commander of Menado and Timor en Onderhoorigheden. There he oversaw the pacification of Celebes and, as the closing piece of his eastern service, the undertaking against Bima and Soembawa in 1908 — an operation carried out with a handful of marechaussée and described by du Croo as a classic example of rapid and conclusive pacification. He was promoted Commander of the Militaire Willemsorde (“Military William Order”) by royal decree of 2 September 1909 no. 41 for the Soembawa operations of 16 February to 9 May 1908, and appointed Knight in the Order of the Netherlands Lion by royal decree of May 1909 no. 7.
From Celebes
He held the post at 1,500 guilders a month with the title Civiel en Militair Gouverneur van Celebes en Onderhoorigheden, simultaneously Military Commander of Menado and Timor en Onderhoorigheden. Van Heutsz defended his subsequent appointment to Atjeh on that ground: “Governor Swart, who made himself highly deserving in the field of administration both in the South and East Division of Borneo and in Celebes.” Those who knew only Atjeh considered the work in Borneo and Celebes easier and not comparable; Swart denied it, holding that “it was all the application of the same insights — though under different circumstances.” He revisited Celebes with his wife in 1928.
From 1906
In 1906 the pacification of the South and East Division of Borneo was completed; on 9 July 1906 H. N. A. Swart was temporarily charged, with effect from 3 September 1906, with the civil and military authority in the Gouvernement Celebes en Onderhoorigheden and the military command of Menado and Timor.
