Ateue’ is a mukim (parish-district) of the XXII Mukims, the highland Sagi of Great Acheh hereditarily presided over by Panglima Polem. It is named in Vol. I by C. Snouck Hurgronje as one of the mukims which had formed a joint judicial union with neighbouring districts, in order the more effectually to exercise adat authority and — by mutual support — to emancipate themselves from the control of the uleebalang to whom they were nominally subject.
The example given by Snouck for Ateue’ is its union with Lam Lheue, Lam Kra’ and Krueng Ma’. Such combinations of two, three or more mukims for the joint exercise of judicial authority were not uncommon in old Acheh; they show that the regular structure of the sagi, with a fixed number of mukims each under its own imeum or uleebalang, was in practice modified by local arrangements of convenience, kinship, or feud. As Snouck remarks, “many of them succeeded in emancipating themselves from control in earlier times as well.”
Comparable unions in the same passage include Sibree, Ba’et and part of Lam Ara on the one hand, and another part of Lam Ara, Aneu’ Gle and Jrue’ on the other. The phenomenon is thus characteristic of the XXII Mukims as a whole, and of the Sagi of the three sagis to which Ateue’ belonged.
As a highland mukim of the XXII Mukims, Ateue’ shared in the speech and manners of the ureueng tunong (highlanders), distinguished from the ureueng baroh (lowlanders) of the two remaining sagis. Although its individual history is not further developed in Vol. I, its mention alongside the other mukims of the same kind provides one of the rare insights into the working of the Achehnese adat-system below the level of the sagi and the uleebalangship.
