W. L. Kramers was an officer of the Korps Maréchaussée in Atjeh recorded in the Overzicht van Onderscheidingen of the 1930 jubilee number as knight of the Militaire Willems-Orde 4th class, awarded in 1906.

The register lists him under 1906 among the six recipients of the 4th class that year, with J. H. Ch. Vastenou, G. K. W. F. de Vaynes van Brakell Buys, O. L. Brewer, L. Dersjant and W. V. Rhemrev.
