Tengku Dhamrah was an Indonesian civil servant who served as head of the Information Service (Voorlichtingsdienst) of the Negara Sumatera Timur (N.S.T.). He was a member of the N.S.T. delegation that returned on 15 May 1950 from Djakarta, where the delegation — led by the Wali Negara, Dr. T. Mansoer, and including the Wakil Wali Negara Radja Kaliamsjah Sinaga — had on 13 May handed a mandate to Prime Minister Hatta for conducting negotiations with the Republic of Indonesia regarding the formation of a unitary state encompassing all of Indonesia.
