Studer — major Studer — was the Dutch military officer present at Singapore during the contacts between Atjehsche envoys and foreign consuls in 1873. His conduct at Singapore was characterised by Kuyper in the Tweede Kamer debate as that of a “fool” — though the Minister of Colonies interpreted this as meaning Studer had been deceived rather than that he was foolish. The stenographic records showed Studer as someone who “meddled with everything, did things that were not his concern, and behaved foolishly.”
