Swart took over the civil government from Assistant Resident Rijckmans, Van Daalen having already departed. His account of the first weeks is preserved in the biography: “Then I went at once by tram with Colijn eastward as far as Langsa, to get an impression for myself.” He discussed everything with Colijn, who had been attached to him as adjunct regeeringscommissaris voor de decentralisatie for the first months, and together they determined what should be brought to the notice of the Governor-General; Colijn then wrote the letter.
From 1908
By decree of 4 May 1908, with thanks for his services in Celebes, Swart was appointed Military Commander of Atjeh en Onderhoorigheden and simultaneously Governor of that province, with the title Civiel en Militair Gouverneur at 1,500 guilders a month. He assumed the government on 10 June 1908, taking over the civil administration from Assistant Resident Rijckmans, Van Daalen having already departed.
