N. W. L. Stofkoper was a Dutch official who served as advisor for Outer Islands agricultural enterprises (adviseur voor de Ond.-landbouw) to His Excellency (E.Z.). In February 1950, he joined the second survey party that travelled from Medan via P. Brandan to Langsar Estate in Atjeh to assess the condition of plantation enterprises following the Dutch-Indonesian hostilities. The party was led by Sutan Barus, inspector-general of enterprises in Atjeh, and included G. Kars Gultom as secretary.
