J.J. Veltman was a Captain and colonial administrator in Meulaboh on the West Coast of Aceh who authored influential ethnographical reports on Acehnese social structures and pepper cultivation.
Analysis of Tribal Leadership
Captain Veltman documented the unique institution of the Kapala Kaom (clan heads) among West Coast settler communities. He recommended that colonial credit and agricultural advances be channeled through these informal clan leaders rather than territorial chiefs (uleebalang), arguing that planters maintained stronger personal loyalty to their kaom leaders.
