Staatsblad 1919 No. 61 jo No. 281 was the Netherlands-Indies regulation governing the pachtschat — the rent, canon or quit-rent — together with the vastrecht (fixed due) and cijns (quit-rent) payable by the holders of land and mining concessions, in which the Atjehnese self-governing rulers were assigned a substantial share.
Relevance to Atjehnese land law
D. W. N. de Boer recorded that the exercise of the beschikkingsrecht as an emolument of the sovereign — and with it the regulation and fixing, through the mediation of the Netherlands administration, of the several zelfbestuur (self-government) boundaries — became genuinely important only when European capital began to interest itself in these lands, and the right of avail promised to become for the self-governing rulers “een Delische bron van inkomsten” — a Deli-like source of income — on account of the not inconsiderable share allotted to them in the pachtschat, vastrecht and cijns of land and mining concessions under this Staatsblad. He referred also to Politiek Beleid en Bestuurszorg in de Buitenbezittingen, Second Part B, chapter IV, p. 113 ff.
Division of the revenues
For Atjeh the division of those revenues was:
- six-tenths for the Gouvernement;
- four-tenths for the landschap, of which seven-tenths for the oeléëbalang and three-tenths for the landschapskas.
Significance
The regulation converted a customary prerogative over waste land into a share of modern concession rents, and thereby gave the Atjehnese self-governing rulers a direct financial interest in the demarcation of their boundaries — the principal cause, in De Boer’s account, of boundary disputes between the zelfbesturen (self-governing territories).
