Regeeringsreglement was the regulation on the conduct of government in the Netherlands Indies, of which article 67 supplied the legal foundation of indirect rule and article 43 the power under which H. N. A. Swart was charged with the government of Celebes.
Article 67 ran: “so far as circumstances permit, the native population is left under the immediate direction of its own chiefs, appointed or recognised by the Government.” Out of that article, du Croo wrote, arose the Korte Verklaring. Under article 43 of the Reglement op het beleid der Regeering in Nederlandsch-Indië Swart was on 9 July 1906 temporarily charged with the civil and military authority in the Gouvernement Celebes en Onderhoorigheden. The colonial opposition in the Chambers had pressed for such provisions at the framing of the Regeeringsreglement of 1854.
