Bijlage I — Instruction of the Regeeringscommissaris (28 June 1896) — Instructie door den Regeeringscommissaris te Atjeh achtergelaten bij zijn vertrek op 28 Juni 1896 — is the instruction left by Luitenant-Generaal J. A. Vetter as Regeeringscommissaris at his departure from Atjeh on 28 June 1896, preserved as the first annex (Bijlage I) of Kruisheer’s ATJEH ‘96 — Tweede Deel on pp. 162–165. The instruction — signed by Vetter as Regeeringscommissaris and counter-signed by Luitenant-Kolonel Breijer as adjudant — was the policy framework within which the acting Civiel en Militair Gouverneur (initially Kolonel Stemfoort) was to govern Atjeh until the arrival of a permanent governor. The instruction was, however, ingetrokken (withdrawn) by the Instruction for Civiel en Militair Gouverneur Van Vliet (Bijlage III) of November 1896, which explicitly replaced it.

The Departure of Vetter and the Instruction

The instruction was left by Vetter at his departure from Atjeh on 28 June 1896 — the departure of Lt.-Gen. Vetter as Regeeringscommissaris which closed the first semester of 1896. The instruction was communicated in Vetter’s letter of 27 June 1896, No. 212, zeer geheim (very secret), and was formally handed to the Generaal-Majoor J. J. K. de Moulin on 30 June 1896 at Padang — Reeds op 30 Juni 1896 te Padang afschrift verleend aan den Generaal-Majoor DE MOULIN. De Luitenant-Kolonel, w. g. BREYER. The instruction thus passed from Vetter to De Moulin at Padang, and was presumably the document which governed De Moulin’s brief tenure as governor — though De Moulin’s death on 7 July 1896 prevented the instruction from being fully implemented.

The Withdrawal by Bijlage III

The instruction was ingetrokken (withdrawn) by the Instruction for Civiel en Militair Gouverneur Van Vliet (Bijlage III) of November 1896, which explicitly stated: De Instructie door den Regeeringscommissaris voor Atjeh- en Onderhoorigheden bij zijn vertrek uit genoemd gewest achtergelaten in zijnen brief van 27 Juni 1896, No. 212, zeer geheim, wordt ingetrokken, terwijl de tegenwoordige Instructie tevens in de plaats treedt van het afgesprokene in de conferentie van den Landvoogd met den Generaal-Majoor J. J. K. de Moulin op 18 Juni 1896 en het opgedragene in het regeerings-telegram van 17 Juli 1896, No. 273. The Van Vliet instruction thus replaced all three prior policy documents — Vetter’s instruction of 28 June 1896, the conference of 18 June 1896, and the telegram of 17 July 1896 — and consolidated the policy framework within which the Van Vliet governorship would be conducted.

Significance

Bijlage I is significant in the documentary record of ATJEH ‘96 — Tweede Deel as the policy framework within which the acting Civiel en Militair Gouverneur — initially Kolonel Stemfoort — was to govern Atjeh in the period between Vetter’s departure on 28 June 1896 and the arrival of a permanent governor. The instruction was the document which governed (or was intended to govern) the brief tenure of Generaal-Majoor De Moulin, and was the policy framework within which the surprise of Ana’ Galoeng of 29 June 1896 — the opening operation of the second semester — was undertaken. The instruction’s withdrawal by Bijlage III in November 1896 marked the formal closure of the Vetter / De Moulin / Stemfoort transitional period and the consolidation of the policy framework within which the Van Vliet governorship would be conducted.
