The Schaftorde — the food tariff — was the system of regulated food provisioning for the Dutch forces in Atjeh, established by Extract-besluit for the year 1893 and modified by further Extract-besluiten of 23 September 1895 and 22 Augustus 1896. The schaftorde — which set the daily rations and the monetary allowances for European, Inlander (indigenous), and Officer personnel — is the subject of Bijlagen IV, V, IX–XII, and XV of Kruisheer’s ATJEH ‘96 — Tweede Deel, and the comparative overview of the voedingswijze (diet) on war footing in 1896 is the subject of Bijlage XII. The schaftorde (food tariff (schaftorde)) is the documentary record of the Dutch military logistics of the second semester of 1896 — the system by which the Dutch forces in Atjeh were fed and provisioned during the operations of the second semester.
The Extract-besluiten
The schaftorde (food tariff (schaftorde)) was established and modified by a series of Extract-besluiten (extract decisions) of the Opperbestuur (Supreme Government). Bijlage IV — the Extract-besluit regelende invoerende de schaftordes voor het jaar 1893 (p. 173) — established the schaftorde (food tariff (schaftorde)) for 1893. Bijlage V — the Extract-besluit ddo. 23 Sept. ‘95 idem de voeding betreffend (p. 177) — modified the schaftorde (food tariff (schaftorde)) with respect to the voeding (diet) as of 23 September 1895. Bijlage VIII — the Extract-besluit ddo. 22 Augustus ‘96 betreffende de toelagen en den bijslag (p. 181) — modified the toelagen en den bijslag (allowances and supplements) as of 22 Augustus 1896. These three Extract-besluiten — together with the Schaftorde volgens tarief No. 20 voor Europeanen (Bijlage IX, p. 183), the Schaftorde voor Inlanders (Bijlage X, p. 187), the Schaftorde voor Officieren (Bijlage XI, p. 191), and the Schaftorde van 21 December 1896 (Bijlage XV, p. 208) — constitute the documentary record of the schaftorde (food tariff (schaftorde)) system in 1896.
The Voedingswijze on War Footing
The Vergelijkend overzicht van de voedingswijze volgens gewone schaftorde en op oorlogsvoet in 1896 (Bijlage XII, p. 195) — the comparative overview of the voedingswijze (diet) according to the ordinary schaftorde (food tariff (schaftorde)) and on war footing in 1896 — is the documentary record of the modification of the schaftorde (food tariff (schaftorde)) for the conditions of active military operations. The oorlogsvoet (war footing) schaftorde — which provided enhanced rations and allowances for personnel engaged in active operations — was the system under which the Dutch forces in Atjeh were provisioned during the operations of the second semester of 1896, including the surprise of Ana’ Galoeng of 29 June 1896, the excursie of 7 July 1896, and the various tuchtigingen and reconnaissances of July–November 1896.
