Hacil (also hacil radja, wasé oelèëbalang, hacil tanah) was traditional lordly right or ground rent paid by pepper planters to oeléëbalang and later divided between landscape treasury and capital provider.

For use ground paid hacil radja, lordly right; got again oelèëbalang. Adat pepper culture brought those payments and more e.g., for leader head garden peutoeha. So much deducted wasé pangkai, wasé oeléëbalang, wasé peutoeha and more wasé.

After pacification Netherlands bestuur thought rights could be determined and at export via customs collected, while when “landscape” established as self-government area wasé oelèëbalang ground right landscape treasury belonged. Broersma notes healer weakened patient because attacked life source oeléëbalang.

1915 government new regulation customs not retained. Hacil tanah or wasé oelèëbalang divided 50% landscape 50% pangkaigiver and peutoeha who from leader pepper planters became head municipality kepala kampong together.

Practice now: hacil for oelèëbalang old lordly right 1 gulden per picol; capital provider f 2.50 per picol of which f 0.50 to peutoeha; plus freight.

In Langsa mention heads provided pangkai and per admin regulation interest and also landscape income. After pepper failure tax collection decreased.

In Peureula landscape encouraging sawah ordering for pepper revival motor plows etc.

In begroting landscapes afdeeling Pidie 1923 hacil for pepper 9500, pinang 12,500 etc.
