“What later military governors could hand over to one another was already more. The little states without frontiers had been swept away, the petty tyrants cleared out, the sea was free of pirates and the mountains of the Oeloe were no longer unreachable. But there was still much shooting, stockades, cannon and barbed wire were still needed, and “keep your passes ready” was the first watchword the generals handed to one another.”
