Teuku Sulaiman Daud was the acting assistant-coordinator of Groot Atjeh who, in September 1953, led the whole of Groot Atjeh’s accession to the Negara Islam Indonesia (N.I.I.) following Teungkoe Moehamad Daoed Beureu-éh’s proclamation of Atjeh’s rebellion against the Republic on 21 September 1953.

Henri J. H. Alers’s Om een rode of groene Merdeka records that by 27 September 1953 — less than a week after the proclamation — almost the whole of Atjeh had fallen to the insurgents. Groot Atjeh, in particular, joined the Negara Islam Indonesia “in its entirety,” under what Alers calls the “energetic leadership” of Teuku Sulaiman Daud, functioning at the time as acting assistant-coordinator. Government troops on Atjeh’s important East Coast were, by this point, holding out only around Kota-Radja in the north and Langsa in the south, both under continual attack; insurgents even attacked an Alri naval vessel landing arms for Kota-Radja on 24 September 1953.
