Teukoe Oemar (oelèëbalang of Keumangan) was a Oelèëbalang of the landschap Keumangan (different from the famous Teukoe Oemar) mentioned in Jongejan’s Land en Volk van Atjeh Vroeger en Nu in connection with Aceh. Expressed his wish about insane care: wondered why the Government had built such fine expensive prisons that ‘orang nakal’ (mischievous/criminals) longed to be there, but had not used part of the money to give the sick or insane man a good shelter, which he needed more than all those evildoers.
